Job Title: Vice President of Operations & Performance
Reports To: Integrator
Location: Hybrid - Within an approved employment state

Objective of the Position

As a vital member of AMA’s executive leadership team, the Vice President of Operations drives the strategic direction, execution, and impact of our national program management portfolio. In this role, you will lead a high-performing team of Directors and Managers who oversee complex, multi-jurisdictional projects shaping the future of affordable housing.

You will champion operational excellence, financial performance, and client satisfaction while building systems that scale and cultures that create raving fans — both internally and externally. Your leadership will strengthen AMA’s national reputation as the go-to partner for responsive, measurable, and transformative affordable housing consulting.

Success in this role requires strategic agility, deep knowledge of subsidized housing, strong political acumen, and exceptional operational discipline. The ideal candidate is a world-class operator who excels at leading people, managing processes, and turning complexity into clarity while driving measurable results.

Summary of Key Responsibilities

Strategic Program Oversight

  • Lead the execution of AMA’s program management portfolio across HCV, PH, PBV, RAD, LIHTC, and specialty voucher contracts.
  • Translate organizational goals into actionable strategies that align with client needs, regulatory requirements, and HUD performance standards.
  • Supervise Directors and Managers, providing strategic guidance on project execution, resource allocation, and risk mitigation.
  • Drive innovation and operational standardization across contracts to ensure excellence, efficiency, and accountability.

  • Ensure AMA’s delivery model continuously evolves to create raving fans through responsiveness, reliability, and results.

Executive Leadership & Client Engagement

  • Serve as the executive representative for AMA with client CEOs, Board members, HUD officials, and local leaders.
  • Lead executive briefings, governance meetings, and conflict resolution with diplomacy, authority, and operational mastery.
  • Oversee contract negotiations, renewals, and high-level resolutions with professionalism and strategic insight.
  • Strengthening AMA’s brand through visible leadership and trusted relationships that transform client satisfaction into long-term loyalty and advocacy.
  • Support business development by ensuring operational readiness, exceptional delivery, and measurable client outcomes.

Performance & Accountability

  • Define and implement KPIs, success metrics, and accountability structures across all projects.
  • Lead execution of AMA’s Performance Management Framework, integrating scorecards, dashboards, and continuous improvement systems.
  • Own the operational P&L, ensuring profitability, utilization, and contract-level financial performance.
  • Partner with Finance to develop accurate forecasts and data-driven insights to inform strategic decision-making.
  • Resolve escalated issues swiftly, balancing client needs with team empowerment and long-term operational stability.

Operational Excellence & Innovation

  • Oversee the design and implementation of Standard Operating Procedures (SOPs), process maps, and training frameworks that ensure repeatable quality across all engagements.

  • Champion innovation through automation, data visibility, and performance dashboards that drive speed, accuracy, and accountability.
  • Serve as a thought leader on evolving HUD policies and operational compliance standards.
  • Drive transformation initiatives that integrate technology, efficiency, and service excellence — ensuring AMA remains at the forefront of the affordable housing consulting industry.

People Leadership

  • Recruit, mentor, and develop top-performing Program Managers and Directors; build a culture rooted in Integrity, Ownership, Results Driven & Service Excellence
  • Collaborate with HR to lead succession planning, performance development, and talent pipeline growth.
  • Model leadership behaviors that align with AMA’s values and inspire excellence through clarity, ownership, and transparency.
  • Foster a high-performance culture where teams feel empowered, engaged, and consistently exceed client expectations, turning satisfied customers into enthusiastic advocates.

Qualifications and Skills

Education

  • Master’s degree in Public Administration, Urban Planning, Business, or related field preferred.
  • PMP, Lean Six Sigma, or comparable certification strongly preferred.
  • Nan McKay, NAHRO, or related affordable housing certifications a plus, but not required
  • Experience working for or directly competing with top-tier government consulting firms highly desired.

Seasoned Business Executive and Operator
Over 15 years of executive leadership experience across startups, growth-stage enterprises, and consulting environments. Demonstrates a proven ability to build organizations from the ground up, scale operations, and lead high-impact transformations across complex, multi-stakeholder settings. Recognized for balancing strategic vision with hands-on operational execution.

Strategic Advisory Leadership
Brings experience with executive and strategic advisor supporting multiple organizations. Skilled in translating strategy into structure through disciplined operating systems, executive alignment, and data-driven accountability frameworks. Experienced in applying EOS and other performance management methodologies to achieve organizational clarity and measurable results.

P&L Leadership and Growth Management
Extensive experience with full P&L ownership across multiple business units and contracts, consistently delivering margin improvement, operational efficiency, and sustainable growth. Expert at converting strategic objectives into financial performance and building fiscal discipline across teams and portfolios.

Corporate Strategy and Organizational Transformation
Proven success leading integrations, restructures, and organizational turnarounds. Adept at negotiating complex contracts, partnerships, and transactions while protecting long-term enterprise value. Known for implementing systems that align people, processes, and profit to achieve both operational stability and strategic expansion.

Operational Excellence and Continuous Improvement
Demonstrated ability to design and implement scalable operational systems, SOPs, and KPI frameworks that drive quality, efficiency, and accountability. Experienced in developing performance dashboards, automating workflows, and leading change initiatives that improve delivery outcomes and client satisfaction.

Cross-Sector and Public-Sector Insight
Possesses a well-rounded background spanning the private, nonprofit, and public sectors, including exposure to government operations and affordable housing policy. Brings a strong understanding of compliance, governance, and program performance within regulated environments.

Leadership Philosophy

Executive-Level Consulting and Change Management
Experienced in consulting and leading complex, cross-functional initiatives requiring collaboration between business leaders, government agencies, and client partners. Adept at driving operational readiness, managing distributed teams, and delivering outcomes in high-visibility environments marked by change, growth, or transformation.

Travel Requirement

Extensive travel required based on project assignments and client locations.
