Organizational Context and Scope

The Migrant Protection and Assistance Unit at IOM Egypt contributes to enhancing migration management and governance in Egypt through specialized protection-related capacity development for relevant Government authorities, multisectoral coordination through community engagement to promote localization and facilitating safe, orderly, and regular migration through a rights-based approach. Upcoming interventions, include addressing irregular migration through increased access to information on safe migration utilizing community-based approaches and youth ambassadors to raise awareness about the risks and dangers of irregular migration whilst promoting safer alternatives to it, including entrepreneurship and marked-driven skills in Technical and Vocational Education Training (TVET)

Under the overall supervision of the Head of Migrant Protection and Assistance Unit (PXD) and direct supervision of the Project Officer, the successful candidate will provide technical and administrative support to the implementation of the counter smuggling and trafficking activities under the Empowering Youth: Addressing Irregular Migration and Fostering Skills Development project under the COMPASS Migration Parnership Fund (MPF), funded by the Ministry of Foreign Affairs of the Kingdom of the Netherlands, and implemented by IOM Egypt. In addition, the successful candidate will contribute to the implementation of other activities and thus support the operations of the wider PXD portfolio.

In Particular, the Senior Programme Associate will perform the following functions:

RESPONSIBILITIES
Under the supervision of the Project Officer, coordinate the implementation of the project; monitor implementation of the activities to ensure work is proceeding according to established plans; analyse implementation difficulties and make recommendations for adjusting implementation modalities and work plans to best reflect changing environment on the field.

Support the coordination, planning, preparation and implementation of of counter smuggling and trafficking activities, with focus on protection of vulnerable categories and raising awareness on risks of irregular migration and safer alternatives

Regularly research, follow-up, compile, analyse and present information/data on national, regional and international developments, reports, legislation and other relevant documentation, highlighting noteworthy issues for the consideration of appropriate parties.

Monitor budget expenditures; verify availability of funds and maintain a proper record of approved project budgets and their revisions.

Coordinate and monitor the financial, administrative and technical aspects of the project in line with IOM policies and donor requirements.

Plan, coordinate and conduct capacity building workshops for relevant internal and external parties, including the youth ambassadors.

Facilitate the development of key messages for peer-to-peer messaging, coordinate and monitor the awareness-raising sessions of the Youth Ambassadors and make sure that the reports on the reach are submitted on time.

Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.

Coordinate the preparation of correspondence, briefing notes, presentations, narrative and financial reports; ensure status reports are prepared and submitted in a timely manner.

Ensure visibility and communication of the project activities and events, in coordination with the media and communication team and in line with IOM’s standards and in full compliance with the donor’s requirements.

Identify and document good practices and lessons learned; contribute to the development of Standard Operations Procedures (SOP), policies and concept papers and support the development of new projects.

Supervise and provide guidance and training to reporting staff.

Perform other related duties as assigned.

QUALIFICATIONS
Required Qualifications and Experience

Education

School diploma with seven years of relevant experience; or,
Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with five years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.
Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups
Previous experience in managing a group of volunteers for community outreach on irregular migration
Experience in facilitating the development of key messages for peer-to-peer messaging and coordinating awareness raising activities on the risks associated with irregular migration, and
Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

Skills

In depth knowledge of the broad range of migration-related subject areas dealt with by the Organization; and,
Knowledge of UN and bilateral donor programming
Sound knowledge of financial and administrative management.
Sound knowledge of counter human trafficking and smuggling of migrants’ matters is an advantage.
Project management.
Event management.
Ability to prepare and provide briefings in English.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, Proficiency in both written and spoken Arabic and English is required. Working Knowledge of French is desirable.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
