Job Objective:
The Vice President – Technical Services provides strategic leadership and oversight for the Regulatory Compliance, Asset Data Management, Pipeline and Facility Integrity, PSM and Control Room functions. This role ensures technical excellence, operational reliability, and regulatory compliance, while aligning these disciplines with company objectives to drive performance, safety, and long-term asset value.
Essential Job Responsibilities:
  • Provide strategic leadership for the Technical Services organization, including Regulatory Compliance, Asset Data Management, Pipeline and Facility Integrity, Process Safety Management (PSM), and Control Room functions.
  • Ensure regulatory compliance with federal, state, and local requirements (e.g., PHMSA, OSHA) across all midstream operations.
  • Develop and implement technical standards, best practices, and policies to ensure consistency across the enterprise.
  • Lead the Asset Data Management strategy, ensuring accurate, timely, and reliable GIS, technical and operational data to support decision-making and regulatory reporting.
  • Oversee Pipeline and Facility Integrity programs, including integrity assessments, risk management, corrosion control, and repair or remediation planning.
  • Direct the Control Room function, ensuring compliance with Control Room Management (CRM) regulations, operational excellence, and situational awareness for pipeline operations.
  • Champion Process Safety Management (PSM) programs to enhance operational reliability, reduce risk, and promote a strong safety culture.
  • Drive cross-functional collaboration with Regional Vice Presidents, Commercial teams, Operations, Engineering and EH&S to support safe and efficient asset performance.
  • Lead and mentor a high-performing technical team, fostering professional growth, accountability, and collaboration.
  • Serve as a lead and/or mentor direct reports in engagement with regulators, and external stakeholders on technical and compliance matters.
  • Partner with executive leadership to evaluate risks, support growth initiatives, and align technical services with the company’s strategic priorities.
  • Serve as the technical lead for evaluations, due diligence and integration of new acquisitions.
  • Provide technical support for major growth projects
  • Ability to travel up to 15% of the time

Qualifications:
  • Minimum of 15 years of progressively responsible experience in midstream oil & gas engineering, pipeline operations, integrity management, or regulatory compliance.
  • Strong understanding of PHMSA, DOT, OSHA, and state regulatory frameworks relevant to midstream operations.
  • Demonstrated track record in executive or senior leadership roles managing multi-disciplinary technical teams.
  • Executive presence with strong communication and influencing skills, including experience presenting to senior executives, regulators, and industry groups.
  • Excellent written and verbal communication skills, including the ability to present complex information in a clear, concise and organized manner.
  • Proven ability to establish and maintain effective working relationships with employees, executive peers, senior executive leadership, customers, and other stakeholders.
  • Adaptability to work in a fast-paced, growth-oriented midstream environment with evolving regulatory requirements.
  • Results-oriented, with a focus on reliability, risk reduction, and operational excellence.
  • Proficiency with Microsoft Office Suite and familiarity with technical systems (e.g., SCADA, GIS, or asset data management platforms).
Education Requirements, Certifications, Licenses, and Registrations:
  • Bachelor’s degree in Engineering from an accredited four-year institution.
    • Preferred: Master’s degree in Engineering or Business Administration.
    • Preferred: Professional Engineer (PE) Certification.
