Under limited supervision, the
Water Quality Team Lead is responsible for conducting inspections, evaluations, and sampling activities in support of the Bureau of Regional and Laboratory Services. These duties align with the Bureau of Water’s drinking water, wastewater, stormwater, recreational water, and ambient water programs. The role may include supervisory and training responsibilities, as well as providing subject-matter expertise on water quality programs, regulations, and best practices.
Job Duties:-
With an emphasis on supervision, direction, and training of staff, support management in planning, monitoring, scheduling and auditing staff performance, accuracy, workload distribution and other needs of the Lowcountry Beaufort water programs. Complete Employee Performance and Management System documents, SCEIS working time and leave approvals, PCAS time submissions and other administrative requirements in a timely manner.

Serve as Regional Water Program Team Lead. Assist with the scheduling and implementation of sampling conducted according to Bureau of Water frequency schedule and sites. Daily calibration, standardization, field analysis, and sampling to be conducted with strict adherence to SCDES standard operating procedures. Clean and maintain equipment to ensure they are in good working condition.

Schedule and coordinate all water sampling activities conducted out of the regional office. Ensure that proper documentation of each sample is conducted as needed. To include, but not limited to, sample collection for beach front monitoring, drinking water systems, and private wells.

Assist in the response to, and investigation of complaints on wastewater, stormwater, recreational water and drinking water facilities; evaluate the potential causes, initiate corrective actions, or contact responsible parties to ensure the complaint is resolved in a timely manner. Monitor progress of corrective actions taken to solve problems causing unsatisfactory reports. Initiate enforcement actions where appropriate.

Provide expert level technical assistance to staff, the regulated community and public when necessary or requested. Post public notices and advisories at facilities and public locations. Provide subject matter expertise, technical assistance, and training to staff to ensure an optimal level of knowledge, skills, and abilities to meet program objectives and maintain a high level of customer service.

Perform other duties as required, which includes, but is not limited to, attending periodic staff meetings and training.
- A bachelor’s degree in a related technical field.

OR an associate degree in a related technical field and three (3) years of environmental health or related experience.

OR a high school diploma or GED and five (5) years of environmental health or related experience.
Note: Degrees in a related technical field include, but are not limited to, Earth sciences, chemistry, biology, physics, soil science, environmental science, mathematics, etc.

- Familiarity with drinking water protection, water pollution act, and sanitation methods and Standard Operating Procedures (SOPs).

Familiarity with SCDES environmental laboratory Standard Operating Procedures (SOPs) and processes to include sample collection, analysis, and reporting of data.

Thorough knowledge of applicable state and federal drinking water laws and regulations.

Knowledge of environmental health regulations.

Ability to prioritize and manage time effectively.

Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint).
