The Town of Leesburg, Department of Utilities is seeking an experienced and motivated Water Treatment Plant Manager to lead the operations, maintenance, and compliance activities of the Town’s Water Treatment Plant. The ideal candidate will have strong technical expertise in water treatment processes, proven leadership skills, and a commitment to providing safe, high-quality drinking water to the community.

Under the general direction of the Utilities Director, the Water Treatment Plant Manager plans, organizes, and directs the operation of the Town’s water treatment facilities, including supervision of personnel, compliance with state and federal regulations, and oversight of capital improvement projects.

What You’ll Be Doing

This professional level position will perform a variety of complex technical work. This position is responsible for the following:

  • Manage day-to-day operations of the water treatment plant, including production, maintenance, and laboratory testing.
  • Ensure compliance with all regulatory requirements, including those established by the EPA, state environmental agencies, and local authorities.
  • Supervise, train, and evaluate plant operators, technicians, and maintenance staff.
  • Develop and implement preventive maintenance programs for equipment, pumps, valves, and control systems.
  • Monitor water treatment processes and system performance using SCADA and other monitoring tools.
  • Maintain accurate operational, maintenance, and regulatory records; prepare and submit required reports.
  • Oversee chemical inventory, procurement, and safe handling of treatment chemicals.
  • Manage plant budgets, expenditures, and resource allocations.
  • Lead emergency response activities related to water quality or plant operations.
  • Identify and implement process improvements to increase efficiency and reduce operational costs.
  • Coordinate with Town officials, engineers, and contractors for capital improvement projects.

Required Qualifications

  • Bachelor’s Degree in Biology, Chemistry, Environmental Science, Civil Engineering or other related field; or equivalent combination of accepted education, training and experience.
  • Minimum of 8 years of progressive experience in the operation of a Class I water treatment facility, including a minimum of three (3) years of experience in a supervisory capacity.
  • Possession of a Class I Water Works Operator License as issued by the Virginia Department of Professional and Occupational Relations.
  • Possession of a valid driver's license and a safe driving record.
  • Certifications in CPR, AED and First Aid or ability to obtain within 12 months of employment.
  • ICS 300 certification or ability to obtain within 24 months of employment.
  • Knowledge of industrial computer systems (SCADA), Microsoft Office Suite and other applications applicable to the position.

Preferred Qualifications

  • Master’s Degree in Biology, Chemistry, Civil Engineering or a related field.
  • Registration as a Professional Engineer (PE) license in the Commonwealth of Virginia.
  • Municipal or public utility experience.
  • Bilingual in English/Spanish
