Job Summary
Under general supervision, performs professional work in the administration and management of the Brownsville Public Utilities Board (BPUB) workers’ compensation program.

Responsibilities
Workers’ Compensation Coordinator
Plans, coordinates, and implements the day-to-day activities of the BPUB workers’ compensation program, including acting as liaison between departments, medical agencies, and third-party administrator (TPA) in the reporting and administration of claims and care of the injured employee, ensuring compliance with BPUB and State Workers’ Compensation policies and procedures. Coordinates the BPUB Vaccine Program. Communicates and interacts with medical professionals, employees, supervisors, and departments, as appropriate, and assists management in monitoring the progress of rehabilitation efforts in order to facilitate return to work options. Maintains and completes monthly occupational injury report showing the frequency and severity of losses and prepares the workers’ compensation monthly occupational injury report. Maintains subrogation records and files for those incidents involving third parties where BPUB, in coordination with workers’ compensation carrier will seek reimbursement for medical claims. May attend workers’ compensation claim hearings when potentially helpful to the outcome, or as required. Completes other job duties as assigned.
Senior Workers’ Compensation Coordinator (in addition to duties listed above) May provide leadership, work assignments, training, and guidance to less experienced staff. Provides leadership and conducts quarterly Workers’ Compensation meetings with BPUB Departments to discuss trends and frequency of injuries as well as Workers’ Compensation reporting guidelines. Assists management in record keeping of the workers’ compensation fund balance and participates in third party carrier annual renewal reviews.

Knowledge, Skills, and Abilities
Knowledge of applicable legislation, standards, policies, procedures, and practices within the area of workers’ compensation. Knowledge of process requirements for the workers’ compensation claims. Advanced working knowledge of Microsoft Word, Outlook, and Excel. Knowledge of medical terminology is preferred. Strong oral and written communication skills in English; bilingual in English and Spanish is preferred. Skill in handling multiple tasks and prioritizing. Skill in problem solving. Skill in planning and organizing. Skill in handling hostile, conflict, and uncertain situations. Ability to use independent judgment and to manage and exercise discretion and impart confidential information. Ability to document work in progress and manage multiple projects and priorities. Ability to work effectively with a wide range of diverse employees and professionals. Ability to communicate and work in implementing return to work and modified duty, ensuring compliance with all appropriate regulations and guidelines. Ability to work in stressful situations. Ability to interpret, apply and explain rules, regulations, policies and procedures to BPUB injured employees. Ability to establish and maintain professional, effective, and cooperative working relations with internal and external stakeholders.

Education & Experience Requirements
Bachelor’s Degree from an accredited college or university in Business Administration, Human Resources, Insurance Management, Management, or a related field of study and three (3) years of professional experience in human resources, insurance administration, medical billing, or a related field are required.

A combination of appropriate education and experience may substitute for the minimum requirements.
Work experience in the workers’ compensation arena is strongly preferred.
Senior Coordinator
One (1) additional year of relevant experience is required.

Certificates, Licenses, Registrations
Requires a valid Texas Driver License or receipt of a valid Texas Driver’s License within 90 days of relocation to Texas and a safe driving record, as measured by company policy.
Senior Workers’ Compensation Coordinator (in addition to requirements listed above)
A Claims Adjusters license as issued by the Texas Department of Insurance (TDI) is required.

Physical Demands
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Limited amount of physical effort required associated with walking, lifting, and carrying light objects (less than 40 lbs.). Work is done in a normal office environment with frequent exposures to outdoor temperatures, dirt and dust, and/or disagreeable sights and odors.

Eligibility for Employment
In addition to any and all other qualifications required for employment stated under the Brownsville P.U.B Personnel Policies and Procedures Policy No. 39:
  • Prohibit the hiring of any person who is related to BPUB Executive Management within the third degree of Consanguinity or second degree by Affinity; and


  • Based on certain prohibitions of the Charter and Statute on nepotism, no person can be hired who shall be related to any member of the Board of Directors or City Commission within the third degree of consanguinity or second degree by affinity.
