JOB TITLE: Wraparound Program Manager
Full-Time Exempt: $90,000 - $118,000 annual salary DOE

PURPOSE OF THE POSITION:
The Wraparound Program Manager is responsible for the comprehensive management and leadership of the Wraparound Program. This role goes beyond logistics and compliance—it cultivates a workplace culture rooted in autonomy, trust, growth, and fidelity to the California High Fidelity Wraparound model. The Program Manager ensures high-quality, family-centered services, leads staff development, and maintains program sustainability through Continuous Quality Improvement (CQI), fiscal oversight, and strong community partnerships. The Program Manager is responsible for team cohesion, quality assurance, strategic guidance, and ensuring practices align with organizational values and mission.
This position involves a combination of office work and community engagement. Occasional evening and weekend work may be required. On-call rotation required.
Reports to Executive Director.
MINIMUM QUALIFICATIONS:
Education:
- Bachelor’s degree required in Social Work, Psychology, Public Administration, or related field; Master’s degree preferred. Equivalent education/experience combination may be considered.
Experience:
- Prior experience in Wraparound services, program management, or social services programs, particularly in post-adoption services, is highly preferred.
Skills:
- Proven leadership, supervision, and coaching abilities
- Experience with CQI and outcome-focused program management
- Knowledge of trauma-informed care, cultural responsiveness, adoption competency, and family-driven practice
- Strong fiscal management and administrative skills
- Skilled in facilitation, conflict resolution, and multi-stakeholder collaboration
- Demonstrated ability to work independently with minimal supervision, maintaining accountability and a high sense of urgency in completing tasks and meeting program goals.
Other Requirements:
- Valid driver’s license, transportation, insurance, DOJ/Fingerprint clearance, flexibility for evenings/weekends, participation in on-call rotation
KEY RESPONSIBILITIES:
Program Leadership & Continuous Quality Improvement (CQI)
- Lead program development in alignment with High Fidelity Wraparound and California Wraparound Standards
- Ensure compliance with all regulatory, contractual, and fiscal requirements; manage program budgets and reporting
- Use data to track outcomes, inform CQI processes, and implement program improvements
- Develop and maintain policies and procedures, integrating emerging best practices
- Monitor productivity, documentation quality, and contract expectations
Staff Supervision & Development
- Recruit, hire, and onboard a diverse team of Wraparound professionals
- Provide regular supervision, coaching, and performance development aligned with fidelity to Wraparound principles
- Partner with Fidelity Coach to deliver training and feedback for staff skill development
- Foster a collaborative, positive workplace culture that supports staff retention and growth
- Address staff and team performance proactively, using strengths-based leadership
Service Delivery & Client Support
- Ensure timely and effective delivery of services, including case management, family planning, and linkage to resources
- Supervise the development of individualized family service plans that are trauma-informed, culturally responsive, and family-driven
- Provide consultation and problem-solving support to staff when barriers or complex dynamics arise
- Promote outcome-focused practices that strengthen families and prevent placement disruption
Community & Stakeholder Engagement
- Build and sustain partnerships with county agencies, Tribal partners, and community-based organizations
- Represent the program at community events, conferences, and system meetings
- Advocate for policies and initiatives that support families, adoption, kinship, and foster care communities
- Lead outreach initiatives to engage families and expand awareness of Wraparound services
ADDITIONAL FUNCTIONS:
- Compliance: Maintain high standards for documentation and reporting to meet legal, regulatory, and contractual requirements.
- Crisis Support: Be available to support staff during crisis situations and ensure appropriate resources are mobilized.
