<div><b>Key Responsibilities:</b><br>
<ul><li>) The principal duties of this position are to evaluating agency needs, as-is and to-be business processes, and technical designs to provide analysis and advice on strategies for information technology solutions and non-technical solutions.
</li><li>) The BA will provide detailed analysis and document business processes and requirements.</li></ul></div>
<div><b>General Duties and Responsibilities:</b><br>
<ul><li>) Serves as a liaison between the business programs community and the IT organization in order to provide technical solutions to meet user needs.</li><li>) Possesses expertise in the business unit(s) they support, as well as, an understanding of the IT organization//'s systems and capabilities.</li><li>) Analyzes business partner//'s operations to understand their strengths and weaknesses to determine opportunities to automate processes and functions.</li><li>) Assists in the business process redesign and documentation as needed for new technology.</li><li>) Translates high level business requirements into functional specifications for the IT organization and manages changes to such specifications. Educates the IT organization on the direction of the business.</li><li>) Negotiates agreements and commitments by facilitating communication between business unit(s) and IT from initial requirements to final implementation.</li><li>) Possesses an understanding of technological trends and uses this knowledge to bring solutions to business units supported to enhance the enterprise//'s competitive edge.</li><li>) Requirements development execution, including the elicitation, analysis, specification and validation.</li><li>) Documenting and analyzing agency business processes and recommending improvements.</li><li>) Documenting and analyzing data requirements and relationships.</li><li>) Participating in the requirements management processes, including change control, version control, tracking and status reporting, and traceability.</li><li>) Providing requirements interpretation and guidance to technical and test teams.</li><li>) Proactively identifying risks, issues, and action items leading to possible solutions.</li><li>) Interacting with internal and external organizations (i.e. vendors, State and Federal government agencies, State providers and beneficiaries, and other stakeholders).</li><li>) May make recommendations for buy versus build decision.</li><li>) Research business rules, requirements, and models.</li><li>) Maintain business rules, requirements, and models in a repository.</li><li>) Other project-related duties.</li></ul></div>
<div><b>Required Skills:</b><br>
<ul><li>) At least seven years of experience in commercial healthcare.</li><li>) At least three years&rsquo; experience in State Medicaid payer system integration and delivery.</li><li>) Experience with inner workings of cross functional projects.</li><li>) Familiarity with Medicaid Information Technology Architecture (MITA) business architecture principles.</li><li>) Familiarity with standard data structures, electronic data interchange, processes and related file formats Interest, skill and ability to innovate including business processes, methods/procedures, and technology</li><li>) Ability to effectively work and communicate, in both oral and written, with all levels of the Agency from frontline workers to Executive Staff as well as the Contractor(s).</li></ul></div>

<div><b>Scope of the Project:</b><br>
<ul><li>) The Network Support Specialist will be responsible for supporting and maintaining the DJJ network infrastructure and Office 365 tenant, ensuring reliable connectivity and access across all critical sites. This role includes both routine and limited on-call responsibilities for our critical sites, with a focus on wired and wireless networking, account management, and infrastructure projects.</li></ul></div>
<div><b>Daily Duties / Responsibilities:</b><br>
<ul><li>) Participate in a team environment comprised of DPH staff to assist with the remediation and upgrade of administration transactional systems residing on agency servers migrated to the State IT Data Center.</li><li>) Emphases for the Programmer candidates will be on the modernization of legacy computer systems associated with administrative systems, assisting with modifications of those computer systems to ensure upgrade compatibility from older to newer platform environments, application modifications to meet state and agency security standards, assisting with application evaluation and build specifications, and implementing industry standards following the Software Development Life Cycle (SDLC)</li></ul>
Specific Programmer duties and responsibilities will include, but are not limited to the following:<br>
<ul><li>) Perform complex programming functions, assistance, and technical advice, including design architecture, configuration, writing, testing, and documentation to the complex programming of agency computer systems as assigned.</li></ul>
Modernization of legacy computer systems to ASP.Net MVC or CORE environment.<br>
<ul><li>) Modification of existing computer systems to be compliant with agency security requirements.</li><li>) Migration and modification of existing computer systems in older environments to newer platform environments, following industry best practices.</li><li>) Ensure maximum system uptime for critical components to ensure business continuity.</li><li>) Diagnoses, isolates and de-bugs software problems and performs problem resolution.</li><li>) Monitors systems capacity and performance, plans and executes disaster recovery procedures and provides Tier 2 technical support.</li><li>) Adheres to Information Technology application development standards and security requirements.</li><li>) All code to be checked in and out through code repository Git.</li><li>) Ensure applications are compatible in major web browsers (IE, Chrome, Firefox, etc.).</li><li>) Ensure supporting system database connection strings are updated to support database migration from DB2 to SQL database.</li><li>) Add required functionality to existing systems to retire active mainframe forms and streamline backend processes where possible.</li><li>) Prepare and maintain system documentation and architecture diagrams for applications assigned.</li><li>) Work in a collaborative effort to conceptualize total systems and/or product solutions currently in place and remediation to the system environment residing at the State IT Data Center.</li><li>) Ability to plan, organize, review, and implement associated project milestones to completion.</li><li>) Recommend and assist in the design of system architectures to align with organizational strategic business objectives.</li><li>) Requires mastery of technical and business knowledge in multiple disciplines/processes.</li></ul></div>
