Risk Management<ul><li>Analyze contract conditions and identify commercial, financial, technical, and contractual risks.</li><li>Lead negotiations with clients, consultants, subcontractors, and suppliers to secure favorable commercial terms.</li><li>Develop risk mitigation strategies and ensure compliance with contractual and regulatory requirements.</li><li>Monitor tender risks and maintain robust governance throughout the pre-award stage.</li></ul>Value Engineering &amp; Innovation<ul><li>Identify value engineering opportunities to enhance project competitiveness and profitability.</li><li>Promote innovative construction methodologies and cost optimization initiatives.</li><li>Drive operational efficiencies and continuous improvement across tendering activities.</li></ul>Stakeholder &amp; Team Leadership<ul><li>Act as the primary liaison between senior management, clients, consultants, project teams, and external stakeholders.</li><li>Lead, mentor, and develop estimation, quantity surveying, and tendering teams.</li><li>Foster a high-performance culture focused on accountability, excellence, collaboration, and innovation.</li><li>Support succession planning and capability development within the department.</li></ul>Market Intelligence &amp; Executive Reporting<ul><li>Monitor market trends, competitor activities, material cost fluctuations, and emerging technologies.</li><li>Provide strategic recommendations on project selection, pricing strategy, and market opportunities.</li><li>Prepare tender analyses, commercial reports, bid summaries, and executive presentations for leadership review.</li></ul>Requirements✔ Bachelor's or Master's Degree in Civil Engineering, Construction Management, Quantity Surveying, or a related discipline.✔ Minimum 15 years of experience in:<ul><li>Estimation</li><li>Tendering</li><li>Commercial Management</li><li>Pre-Contract Management</li></ul>within the construction and infrastructure sectors, preferably in the GCC.✔ Proven experience managing:<ul><li>High-value tenders</li><li>Large-scale construction projects</li><li>Multi-disciplinary teams</li><li>Commercial and bid management functions.</li></ul>✔ Strong knowledge of:<ul><li>FIDIC Contracts</li><li>Cost Estimation</li><li>Tendering Procedures</li><li>Risk Management</li><li>Value Engineering</li><li>Procurement &amp;
