Estimation and Tendering Manager

We are seeking an experienced and strategic Estimation & Tendering Manager to lead all pre-contract activities across our construction and infrastructure projects. The successful candidate will be responsible for cost estimation, tender preparation, bid management, contract negotiations, risk assessment, and value engineering initiatives to ensure the submission of accurate, competitive, and commercially robust proposals.

This is a senior leadership role requiring strong commercial acumen, technical expertise, stakeholder management capabilities, and a proven track record of winning high-value projects within the GCC construction sector.

Key Responsibilities

Strategic Leadership & Tender Management

  • Lead and oversee all estimation, tendering, and pre-contract activities across multiple projects.
  • Develop and implement tendering strategies aligned with business objectives and growth plans.
  • Establish best practices, governance standards, and continuous improvement initiatives within the estimation function.
  • Drive bid management processes to maximize project win rates while maintaining profitability.

Cost Estimation & Commercial Strategy

  • Prepare and review detailed cost estimates, budgets, and pricing strategies for construction and infrastructure projects.
  • Utilize market intelligence, benchmarking, and cost databases to ensure competitive and accurate pricing.
  • Evaluate project feasibility and financial viability before tender submission.
  • Support commercial decision-making through detailed cost analysis and forecasting.

Tendering & Bid Preparation

  • Manage the preparation, review, and submission of technically compliant and commercially competitive tender proposals.
  • Coordinate with engineering, procurement, operations, and commercial teams to ensure complete tender submissions.
  • Review tender documentation, specifications, drawings, and contractual requirements.
  • Ensure all submissions comply with client requirements and company standards.

Contract Review & Risk Management

  • Analyze contract conditions and identify commercial, financial, technical, and contractual risks.
  • Lead negotiations with clients, consultants, subcontractors, and suppliers to secure favorable commercial terms.
  • Develop risk mitigation strategies and ensure compliance with contractual and regulatory requirements.
  • Monitor tender risks and maintain robust governance throughout the pre-award stage.

Value Engineering & Innovation

  • Identify value engineering opportunities to enhance project competitiveness and profitability.
  • Promote innovative construction methodologies and cost optimization initiatives.
  • Drive operational efficiencies and continuous improvement across tendering activities.

Stakeholder & Team Leadership

  • Act as the primary liaison between senior management, clients, consultants, project teams, and external stakeholders.
  • Lead, mentor, and develop estimation, quantity surveying, and tendering teams.
  • Foster a high-performance culture focused on accountability, excellence, collaboration, and innovation.
  • Support succession planning and capability development within the department.

Market Intelligence & Executive Reporting

  • Monitor market trends, competitor activities, material cost fluctuations, and emerging technologies.
  • Provide strategic recommendations on project selection, pricing strategy, and market opportunities.
  • Prepare tender analyses, commercial reports, bid summaries, and executive presentations for leadership review.

Requirements

✔ Bachelor's or Master's Degree in Civil Engineering, Construction Management, Quantity Surveying, or a related discipline.

✔ Minimum 15 years of experience in:

  • Estimation
  • Tendering
  • Commercial Management
  • Pre-Contract Management

within the construction and infrastructure sectors, preferably in the GCC.

✔ Proven experience managing:

  • High-value tenders
  • Large-scale construction projects
  • Multi-disciplinary teams
  • Commercial and bid management functions.

✔ Strong knowledge of:

  • FIDIC Contracts
  • Cost Estimation
  • Tendering Procedures
  • Risk Management
  • Value Engineering
  • Procurement & Commercial Practices
  • Local Authority Requirements.

✔ Strong leadership, negotiation, analytical, and decision-making skills.

✔ Excellent communication and stakeholder management abilities.

✔ Proficiency in Microsoft Office and industry-standard estimating software.

✔ PMP or equivalent professional certification is preferred.

Preferred Candidate Profile

  • Extensive GCC construction and infrastructure experience.
  • Demonstrated success in securing major projects through competitive tendering.
  • Strong client-facing and commercial negotiation skills.
  • Ability to influence strategic business decisions and drive profitable project acquisition.
  • Arabic language proficiency is an advantage.
