The St. Paul Public Housing Agency (PHA) has been serving the community for over 45 years. St. Paul PHA is an independent agency that owns and operates affordable rental housing for low-income families and individuals throughout the City, with subsidies from the U.S. Department of Housing and Urban Development (HUD). The PHA provides approximately 4,273 affordable rental units in hi-rise buildings, townhomes, and scattered site single family and duplex homes. The PHA administers 5,242 Housing Choice Vouchers, paying over 45 million annually in federal rent subsidies to private owners who rent units to eligible families and individuals with very low incomes.

Class Summary:
This is a high level accounting classification where incumbents are responsible for leading accounting support staff.
Distinguishing Characteristics:
The Accountant II is the third level of a four level professional accounting series and is distinguished from the Accountant I by its responsibility of performing higher level accounting skill work such as reconciliation.
Position Summary:
Incumbent is responsible for key financial activities that support the accuracy and integrity of financial records focusing on account reconciliation, transaction review, ongoing monitoring of financial records in identifying discrepancies, and supporting audit readiness.
Duties
Executing and maintaining accounting controls including discrepancies and issue resolution:
OR 2. Interpret and enforce lease provisions regarding payment of rent and other applicable charges to include: initiating lease termination proceedings for nonpayment of rent; filing unlawful detainers; representing the Agency in court when seeking evictions; and following-up on evictions to assist with pending accounts receivable.
OR 3. Solve problems and recommend changes to improve the rent collection process.
OR 4. Process Management Terminations
OR 5. Issue CRPs in compliance with Minnesota law.
Account Reconciliation & Database Management:
OR 2. Maintain and oversee the database for account receivable for former tenants (LIPH and Section 8 Collection Loss)
Other:
Must abide by all Board approved policies, policies prohibiting discrimination and harassment, executive communications, administrative procedures, and safety procedures established by the PHA.
Perform other duties of a similar nature or level.
Requirements:Knowledge (position requirements at entry):
Knowledge of:
Basic accounting and budgeting techniques;
Customer service techniques;
Familiarity with financial transactions and reporting requirements of government organizations.
Demonstrated understanding of Government Accounting Standards Board (GASB) pronouncements and principles including their application in public sector financial reporting
Skills (position requirements at entry):
Skill in:
Coordinating the work of others;
Prioritizing and handling multiple projects;
Using computers and related software applications;
Troubleshooting inoperative office equipment such as copiers, fax machines, and telephone systems;
preparing clear and concise memos and reports;
Maintaining accurate files and records;
Performing high level mathematical calculations (such as accrual accounting) and verifying accounting records;
Required Qualifications
Education: Bachelor’s degree in Accounting.
Experience: One year of relevant experience in jobs at the A Band level or above such as accounting controls, accounts receivable, or related experience; and/or relevant post high school education. Additional relevant experience can substitute for the education on a year-for-year basis.
Preferred Qualifications
Education: Relevant graduate degree.
Experience: Two years relevant technical level experience in accounting. Demonstrated experience working with ethnically, culturally and economically diverse populations.
Supervisory: one supervisory or lead worker experience .
Licensing Requirements (position requirements at entry):
None required.
Physical Requirements
