Position Title: 400 kV Transmission Line Engineer

Reports To: Program Technical Lead / Transmission Engineering Manager / Authorized Project Executive
Position Summary
The 400 kV Transmission Line Engineer is responsible for the technical assessment, engineering, rehabilitation, upgrade, and implementation support of extra-high-voltage overhead transmission line systems. The role covers line condition assessment, tower and foundation rehabilitation, conductor and earthwire replacement, insulator systems, fittings and hardware, OPGW integration, route and access constraints, construction QA/QC, testing, and energization readiness.
This position requires a field-practical and technically rigorous engineer with direct experience on 220 kV to 400 kV overhead line systems and proven ability to translate degraded or damaged transmission assets into safe, buildable, procurement-ready, and commissionable rehabilitation packages.
Key Duties and Responsibilities
· Lead technical assessment of existing 400 kV overhead transmission line assets, including towers, foundations, conductors, insulators, fittings, earthing, and right-of-way constraints.
· Perform or direct line condition surveys, damage assessments, rehabilitation prioritization, and engineering validation.
· Develop engineering solutions for tower repair, tower replacement, member replacement, strengthening, anti-corrosion treatment, and foundation rehabilitation.
· Define technical requirements for conductors, shield wires, OPGW, insulator strings, clamps, spacers, dampers, joints, fittings, and associated accessories.
· Review or prepare line profiles, sag-tension criteria, clearance compliance checks, structural loading assumptions, and construction methodology requirements.
· Support route-specific engineering considerations including terrain, access, crossings, security constraints, environmental restrictions, and worksite readiness.
· Prepare or review technical specifications, bills of quantity, scope packages, method statements, inspection and test plans, and QA/QC procedures.
· Interface with substation, protection, telecom, and OPGW teams to ensure end-to-end operability and interface consistency.
· Support procurement, technical bid evaluation, vendor clarifications, shop drawing review, and contractor engineering review.
· Oversee or support construction supervision, stringing plan review, erection methodology review, punch list closeout, and commissioning readiness.
· Contribute to risk registers, schedule inputs, cost estimates, and technical reporting for management, clients, and donor-facing stakeholders.
· Ensure that all technical outputs align with applicable engineering standards, utility practice, health and safety requirements, and project-specific compliance obligations.
Minimum Required Education
· Bachelor’s degree in Electrical Engineering, Power Engineering, Civil Engineering, Structural Engineering, or closely related discipline from an accredited institution.
Preferred Education
· Master’s degree in Electrical Power Engineering, Structural Engineering, Transmission Line Engineering, or related field.
· Specialized postgraduate training in overhead line design, structural analysis, or utility asset rehabilitation is advantageous.
Minimum Required Experience
· Minimum 8 years of directly relevant professional experience in overhead transmission line engineering, construction, rehabilitation, or commissioning support.
· Minimum 5 years of experience on 220 kV, 230 kV, 400 kV, or equivalent high-voltage / extra-high-voltage systems.
· Demonstrated experience in transmission line rehabilitation, uprating, reconstruction, or emergency restoration.
· Demonstrated experience supporting design review, field implementation, or contractor oversight for utility-scale line works.
Required Technical Experience
Candidates should demonstrate substantial experience in most of the following:
· Overhead transmission line engineering and rehabilitation
· Lattice steel towers and structural member assessment
· Tower corrosion, distortion, damage, or failure assessment
· Transmission line foundations and foundation rehabilitation
· Conductor replacement, restringing, and hardware systems
· Insulator string design, replacement, and contamination/damage considerations
· OPGW specification, installation interface, and line hardware integration
· Clearance compliance, sag-tension review, and line performance criteria
· Construction methods for erection, stringing, and rehabilitation
· QA/QC inspection requirements for line materials and site works
· Energization readiness and line commissioning support
Preferred Sector Experience
Strong preference will be given to candidates with experience in one or more of the following:
· Post-conflict, emergency recovery, or fragile operating environments
· Brownfield rehabilitation of damaged transmission infrastructure
· Remote or logistically constrained construction environments
· Cross-border interconnection lines
· Donor-funded, utility-funded, or EPC transmission projects
· Security-constrained worksites or restricted-access corridors
· Rehabilitation involving simultaneous line, telecom, and substation interfaces
Required Certifications / Licenses
At least one of the following is strongly preferred, and candidates with multiple credentials will be prioritized:
· Professional Engineer / Chartered Engineer / equivalent engineering licensure in a relevant jurisdiction
· Valid driver’s license and ability to travel to field locations as required
· Recognized health and safety training relevant to construction or field engineering environments
Preferred Certifications
· Chartered Engineer (CEng), PE, EUR ING, or equivalent
· Specialized overhead transmission line design training
· Tower structural analysis or foundation engineering training
· Utility construction QA/QC certification or equivalent field quality training
· OSHA, NEBOSH, IOSH, or equivalent construction safety certification
· Training in work-at-height, rigging, lifting, or energized environment safety practices
· PMP or equivalent project management certification is advantageous but not required

· Ability to coordinate with OPGW, protection, and substation teams on interface requirements
· Ability to balance engineering rigor with field realities, access constraints, and schedule pressure
Language Requirements
· Professional fluency in English, written and spoken, is required.
· Arabic is highly desirable.
· Additional regional language capability is advantageous but not required.
