RENO-SPARKS INDIAN COLONY: WHO WE ARE

The Reno-Sparks Indian Colony represents descendants of three Great Basin Indigenous peoples: the **Numu (Northern Paiute)**, **Newe (Western Shoshone)**, and **Washeshu (Washoe)**. These communities lived in harmony with the land for generations before European contact, following seasonal cycles and forming small, efficient social groups for survival. Each group’s name means **“The People”** in their own language, reflecting their deep cultural identity and connection to the Earth. They maintained strong traditions, respected neighboring tribes, and engaged in trade throughout the region. Today, the Reno-Sparks Indian Colony continues to honor these traditions while supporting the well-being, culture, and future of its tribal community.

YOUR ROLE AS A 477 CASE MANAGER

As a 477 Case Manager at the Reno-Sparks Indian Colony, you'll play a pivotal role in the intake and application processes, providing essential case management services to clients under the RSIC 477 Consolidated Plan. Your responsibilities will include conducting education and employment assessments, monitoring client progress, and reporting activities related to Higher Education, Johnson O'Malley, Child Care Development Fund, General Assistance, and the Workforce Investment Act. You'll ensure that all client files meet compliance standards by maintaining a comprehensive filing system and meticulously documenting Individual Employability Plans or Individual Service Plans. A keen understanding of federal and state regulations will enable you to provide accurate orientation and maintain compliance with P.L. 102-477 guidelines.

Proficiency in written and verbal communication is critical for preparing reports, developing Individual Employability Development Plans, and collaborating with local service providers. Additionally, you should be adept in using software tools such as Microsoft Word, Excel, Access, and PowerPoint for data entry and maintaining client records. Prior experience in case management, particularly in workforce development or education, alongside a commitment to serving diverse communities, will further enhance your success in this impactful role.

Knowledge and skills required for the position are:

  • Interviews and assists 477 applicants in completing/submitting necessary documents to determine eligibility for services under the RSIC 477 Program.
  • Assists in identifying referral resources for clients in a variety of areas including those provided by RSIC and by outside agencies.
  • Provides orientation on 477 Program services and compliance standards to applicants, clients
  • and other community members to include information regarding the regulations, policies and procedures, deadlines and appeal process.
  • Manages and maintains 477 programs services client files and documents for the 477 Program in accordance with P.L. 102-477 guidelines requirements. and compliance standards.
  • Responsible for data entry into the 477 Program data system.
  • Maintains all client records in an orderly manner and within confidentiality standards as established by the Education Department Tribe and Federal regulations.
  • Submits a monthly narrative and/or statistical report on schedule as required by the Education Manager.
  • Conduct or arrange for client assessment and evaluation of skills, abilities and determination of needs and refer client to appropriate resources.
  • Develop an Individual Employability Development Plan (EDP) for each approved client.
  • Propose financial assistance for clients in accordance with the 477 plan and approved budget and submit to Education Director for final approval
  • Monitor and prepare reports on client progress including compilation of required statistical data.
  • Establish and maintain contact with local service providers, i.e., JOIN, Nevada Works, UNR, TMCC and Sierra Nevada Job Corps Center, etc.
  • Assist the Education Director in the preparation of the annual 477 report to the BIA, Office of Economic Development.
  • Meet with RSIC Directors as necessary to assess and maintain knowledge of program services.
  • Arrange and conduct meetings with RSIC and Local service providers as needed regarding new programs, laws and federal regulations relative to the RSIC 477 Program.
  • Serve on RSIC, local and State committees as assigned.
  • Other duties as assigned.

Minimum Qualifications:

  • High school diploma and AA degree required. Bachelor’s degree preferred.
  • Two years paid work experience in case management in areas of workforce development, job placement or education and training services.
  • Ability to interpret and comply with applicable state and federal laws and regulations.
  • Demonstrate highly competent skills in written and verbal communication.
  • Ability to work independently with minimal supervision.
  • Ability to establish and maintain effective working relations with various Tribal and local agencies throughout the Reno-Sparks area.
  • Ability to work with individuals of diverse backgrounds.
  • Computer literate and have ability to use various software programs such as Word, Excel, Access, Power Point and WordPerfect.
  • Working knowledge of federal programs and related contract compliance issues, OMB Circulars Public Law 102-477 and the Work force Investment Act.
  • Must have valid Nevada’s Driver’s license and access to reliable transportation.
  • Qualitied Indian preference applies.
