Job Summary:

WHO MAY APPLY: This recruitment is open to all applicants meeting the minimum requirements. Priority consideration will be given to Spokane County employees in a position covered by the 1553 Collective Bargaining Agreement (CBA) submitting applications between 3/2/26 and 3/6/26. First consideration will be given to applicants working in District Court in a position covered by the 1553 CBA; second consideration given to County-wide applicants in a position covered by the 1553 CBA; third consideration given to all other applicants, including the public.

A position allocated to this class performs technical accounting tasks for assigned accounting programs and is responsible for the accurate and lawful recording of transactions of various funds and programs. Work involves applying accepted procedures to the preparation and maintenance of accounting and other records, and preparing financial, statistical, and/or technical reports. Work is performed independently, under the general direction of a designated supervisor. This classification differs from clerical support positions by its focus on comprehensive and technical accounting tasks; it differs from the higher level Accounting Technician 2 classification by not having responsibility for directing the work of others in the accounting section, the lack of responsibility for financial management of funds or programs and the lack of responsibility for system control.

Job Description:

ESSENTIAL JOB FUNCTIONS

  • Participates in the work of lower level accounting positions. Journalizes to special, sub or general ledgers and reconciling ledgers.
  • Balances, verifies, audits and reconciles accounts to computer generated reports.
  • Collects accounting statistical data for reporting purposes and assists in preparing varied financial reports.
  • May prepare or assist in the preparation of vouchers for payment of bills.
  • Maintains computerized spreadsheet programs on personal computers.
  • Maintains utility, payroll, fund and grant accounts; maintains central billing, physical inventory, fixed asset, building rental and investment accounts.
  • Assists in monitoring computerized accounting programs.
  • Assists in identifying, evaluating and resolving problems occurring in the day-to-day operation of the accounting system.
  • May operate cash register to receipt payments; and process NSF checks returned by the bank.
  • Performs other related duties as required/assigned.

In addition to the essential job functions listed above, assignment in specific departments/divisions may include:

Clerk - Administration

  • Files new cases, executes judgments, sets up legal financial obligations (LFO) and other accounts receivable, collects fees, reconciles accounts, and court finance customer services.
  • Reviews new filing documents for sufficiency of information, conformity, jurisdiction, completeness, timeliness and all required supporting documents in accordance with prescribed filing requirements.
  • Enters information into Odyssey to establish a new case and in Superman to track case assignments; provides litigants various documents based on filing conditions; computes and collects fees; answers questions in all case types; returns unacceptable documents noting discrepancies and reasons for rejection.

District Court - Clerk

  • Greets and assists customers at the front counter with filing Name Changes, filing Small Claims and Impound Hearings.
  • Directs customers to proper court rooms.
  • Assists customers with determining their filing needs, and provides copies as requested.
  • Processes payments received by credit card, cash, and check/money order.
  • Inputs new civil filings into the system, as needed.
  • Processes default judgments and judgments on answers.
  • Runs account information and prints details for abstracts.
  • Scans and indexes mail as needed.
  • Process motions/orders for subpoenas.
  • Journalizes to special, sub or general ledgers and reconciling ledgers.
  • Balances, verifies, audits and reconciles accounts to computer generated reports.
  • Collects accounting statistical data for reporting purposes and assists in preparing varied financial reports.
  • Maintains computerized spreadsheet programs on personal computers.
  • Maintains fund accounts; and assists in monitoring computerized accounting programs.
  • Assists in identifying, evaluating and resolving problems occurring in the day-to-day operation of the accounting system.

Prosecutor

  • Pays bills, generates invoices for inter-departmental billing, issues employee reimbursement payments and reconciles credit card transactions via PeopleSoft software systems.
  • Manages the planning and logistics for any travel taken by attorneys and staff for business purposes.
  • Assists the Business Manager with payroll processing tasks.
  • Assists the Criminal History Specialist with building report files for prosecuting criminal cases within the department.

SCRAPS

  • Pays invoices over phone with P-Card; reconciles P-cards; and processes all refunds.
  • Reconciles the Cashbox and submits deposits to Treasurer’s Office.

EDUCATION AND EXPERIENCE REQUIREMENTS

  • Associate’s degree from an accredited college or university in accounting or a related field with major course work in accounting.
  • One (1) year of accounting related work experience.
  • OR any combination of education, training and experience (equivalent to 3 years) that provides the desired knowledge, skills and abilities to perform the work.
  • NOTE: Certain positions may be required to be bondable.
  • Must be able to arrange reliable transportation when required to travel between work locations.
  • Possession of a valid Driver's License, and insurance, at time of hire and for the duration of employment is preferred .

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of basic accounting terminology and procedures.
  • Knowledge of accounting codes, classifications and terminology pertinent to technical accounts maintenance activities.
  • Knowledge of the operations and intent of the department or division wherein the position is located.
  • Knowledge of computerized accounting, including the use of spreadsheets.
  • Skilled in communicating effectively both orally and in writing, sufficient to exchange or convey information and to give and receive work direction.
  • Skilled in establishing and maintaining effective working relationships with coworkers, a variety of governmental employees and officials, and the general public.
  • Ability to read, comprehend and, with assistance, apply County accounting procedures and BARS regulations.
  • Ability to make mathematical computations with speed and accuracy using related office equipment.
  • Ability to understand and execute oral and written instructions; apply available guidelines to varied situations.
  • Ability to prepare financial and other records in a systematic, neat, legible manner.
  • Ability to work with the public in a polite, professional and efficient manner, maintaining composure in a variety of situations .
  • Ability to assume responsibility and become self-reliant in a reasonable period of time as determined by management.
  • Ability to work in a confined space for an extended period of time.
  • Ability to operate office equipment such as a cash register, computer, printer, fax machine, telephone and other equipment specific to the area of assignment.
  • Ability to read, understand and apply established rules and regulations, pertinent to the area of assignment.
  • Ability to make routine decisions in accordance with established protocol.
  • Ability to work with minimal supervision.

WORKING CONDITIONS

  • The work environment is primarily inside, where the noise and temperature levels are moderate.
  • Work is also performed outdoors; and requires occasional travel within the County, exposing the associate to weather extremes, various forms of precipitation and the hazards associated with travel on public roads.

Total Compensation:

$54,338 - $75,704 Annually

Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.
