At the Office of State Examiner, Municipal Fire and Police Civil Service, we are responsible for administering an effective, cost-efficient civil service system based on merit, efficiency, fitness, and length of service, consistent with the law and professional standards, for firefighters and police officers.

The Administrative Program Specialist A position is a highly responsible position within the Office of State Examiner, Municipal Fire and Police Civil Service, the performance of which includes the exercise of discretion and independent judgment involving major aspects of the Testing and System Resources Division of the agency.

Minimum Qualifications

Three years of experience in administrative services; OR

Six years of full-time work experience in any field; OR

A bachelor's degree.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:

  • Review and evaluate applications for online examinations, determining eligibility based on minimum qualifications established in municipal civil service law.
  • Monitor legislative updates and ensure all qualification changes are accurately applied to the application review process.
  • Notify applicants of eligibility decisions and coordinate access to the online testing platform, including communicating technical requirements.
  • Partner with testing vendors to support secure exam administration and review reports related to testing integrity, making recommendations on potential violations.
  • Maintain and update statewide eligibility lists, ensuring compliance with applicable laws and providing reports to fire and police departments as needed.
  • Communicate test results to applicants upon certification and recommend system or workflow improvements to enhance efficiency and user experience.
  • Collaborate with HR leadership on program operations, policies, and continuous process improvements.
  • Serve as backup for exam administration functions, including scoring, data analysis, reporting, and secure handling of testing materials.
  • Prepare and analyze reports, including statistical and adverse impact data, to support exam evaluation and organizational decision-making.
  • Oversee administrative operations such as mail processing, printing coordination, and records management to support overall office efficiency.

Appointment Type: This position may be filled as a probational appointment (probation in lieu of promotion), promotion, or detail to special duty
Work Schedule: Normal office hours are Monday - Friday, 7:30 AM - 4:00 PM
