Position Description

Administrative Specialist

General Overview:
Under general direction and guidance, supervises and coordinates assigned staff with multi-divisional job functions for the Summit County Sheriff's Office ID/Records Bureau. Performs a variety of Office & Clerical, Technical, and Professional work with an emphasis on the Ohio Public Records and Sunshine Laws (Ohio Revised Code 149.43). Serves as the primary contract to resolve operational issues in multi-divisional offices, including work of a confidential nature. Assist in training and processes management.

Qualifications:
Completion of secondary education, three (3) years of clerical experience, including one (1) year supervisory experience, or equivalent combinations of training and/or experience.

General Statement of Duties:
Supervises ID/Records support staff and related services; Must be able to make decisions independently regarding day-to-day operations, following policy and procedures. Operates as a positive and reputable representative of the Sheriff’s Office in a public service position, while executing organizational and exceptional customer service skills. Serves to assist and support appointing authorities, agency directors, and other officials; department heads and the public; receives and resolves complaints; provides information and responds to inquiries of a general or complex nature. Prepares and maintains Record Retention documents in accordance with the Summit County Records Commission Policies.

Job Duties:

  • Establish and maintain a friendly working atmosphere as a supervisor; coordinate work functions toward common objectives; communicate effectively in oral or written form.
  • Supervises multi-divisional support staff (i.e., plans, schedules, and assigns work, completes quality assurance activities, trains and evaluates employee work performance, interviews job applicants and recommends their hire; processes payroll; approves leave requests according to established policy; recommends commendation and discipline as necessary; and resolves conflicts as needed.
  • Oversee Compliance with all staff training (i.e., Sunshine Law, Relias, County Compliance, Policy & Procedure review)
  • Engages in conversations, including but not limited to Attorneys, Court Personnel, and Law Enforcement agencies, seeking public records of a more complex nature; Subpoenas receiving and/or processing; May testify in court.
  • Ensures work is performed efficiently according to established policy and procedures to meet the timely functions of the Records & ID Bureau.
  • Tyler Mobile/LERMS/JMS – Become SME (Subject Matter Expert) for all Records Management Systems within the Summit County Sheriff’s Office. *
  • Proficient in LEADS and OHLEG Certifications. *
  • Monthly submission of NIBRS/OIBRS submission to OCJS.
  • Monthly finance reconciliation to the Fiscal Office from the Records Division.
  • Ensures all paper or electronic records within the Summit County Sheriff’s Office are maintained and/or disposed of according to the Summit County Records Commission Rules; Update Record Retention Schedule in accordance with Rules of the Summit County Records Commission; Attend Bi-annual Records Commission meetings.
  • Oversee New hire, Retired, and Special Deputy employee ID processing.
  • Policy and Procedures updates as needed and/or required; Update and Maintain Records Training Manual.
  • Conducts research as needed and data analysis in preparation of reports at the direction of agency directors and other officials or as established as normal business practice.
  • Annual Report Submission for ID/Records Bureau and any related services.
  • Performs other related job functions as assigned.
