JOB DESCRIPTION
Title: HSE Engineer
1. POSITION SUMMARY
The HSE Engineer is responsible for implementing, monitoring, and continuously improving Health, Safety, and Environmental systems across construction, fabrication, installation, and commissioning activities within oil & gas or petrochemical project environments. The role ensures compliance with ADNOC, client, and company HSE standards and supports maintaining a safe working culture across all project phases.
2. KEY RESPONSIBILITIESHSE Management
- Implement and maintain project-specific HSE Management Systems in alignment with ISO 45001, ISO 14001, and ADNOC Codes of Practice.
- Conduct risk assessments, HAZID, HAZOP participation, and ensure effective control measures are applied.
- Conduct site inspections, audits, and HSE performance monitoring to ensure legal and client-compliant operations.
Incident Prevention & Investigation
- Lead incident/near-miss investigations using approved techniques (e.g., TapRooT, ICAM, 5-Why).
- Develop corrective and preventive action plans and ensure timely closure.
Training & Competence
- Deliver toolbox talks, inductions, safety campaigns, and competency-based HSE training.
- Verify contractor HSE staff competency, certification validity (NEBOSH, auditor certifications, etc.).
Documentation & Reporting
- Prepare HSE reports including KPIs, audit findings, incident statistics, and management reviews.
- Maintain all ADNOC-required documentation including interview forms, approval submissions, and verification files.
Regulatory & Client Compliance
- Ensure adherence to ADNOC, OSHA, and other regulatory requirements.
- Coordinate ADNOC approval processes for HSE personnel.
Emergency Preparedness
- Develop and update emergency response plans, conduct drills, and ensure emergency equipment readiness.
3. QUALIFICATIONS & CERTIFICATIONSEducational Requirements
- Bachelor’s Degree or Diploma in Engineering, HSE, or relevant science discipline from a recognized institution.
Mandatory Certifications
- NEBOSH IGC or equivalent (subject to ADNOC approval).
- Lead Auditor certification in ISO 45001 and/or ISO 14001.
- Incident Investigation Techniques certification.
Preferred / Additional Certifications
- OSHA standards, IOSH, first aid, fire safety, risk assessment training, environmental certifications, etc.
- Additional ADNOC-relevant HSE courses are an advantage.
4. EXPERIENCE
- 8–10 years of professional HSE experience in oil & gas, petrochemical, EPC, construction, fabrication, installation, or commissioning projects.
- Previous working experience in ADNOC projects is highly preferred.

6. SKILLS & COMPETENCIES
- Strong knowledge of HSE regulations, standards, and ADNOC requirements.
- Excellent communication, reporting, and coaching capabilities.
- Proficiency in safety audits, risk assessment tools, and incident investigation.
