NDDOT Starting Salary: $8,315 / month

This position leads the development and implementation of NDDOT's data governance and data management programs to ensure consistent, secure, and high-quality data across the agency. The role collaborates with data owners, IT teams, and leadership to strengthen data integrity, promote data literacy, and align agency practices with statewide data governance standards and emerging best practices.

  • Lead development and implementation of agency-wide data governance and data management programs, policies, standards, and processes across NDDOT.
  • Ensure compliance with applicable regulations, access needs, and security requirements.
  • Work with data owners, analysts, and IT teams to align data definitions, data sharing protocols, reporting, and data collection standards.
  • Monitor data quality metrics and identify and resolve data quality issues such as duplication, missing information, inconsistencies, and unsupported business needs.
  • Serve as NDDOT's primary point of contact for data-related process and framework activities.
  • Provide assistance and training to NDDOT data owners and end users related to agency data governance and data management practices.
  • Lead discussions, workshops, and training sessions to build data literacy across the organization.
  • Ensure continuous improvement to remain consistent with or ahead of industry practice.
  • Establish and maintain a network of international, national, regional, and local contacts within and outside Team ND to stay current on emerging trends and best practices in data governance and data management.
  • Support data governance and management efforts required to effectively enable State and agency AI priorities.
  • Track, measure, and report on the progress of implementation activities and mindsets.

Minimum Qualifications

  • Bachelor's degree in Data Management, Data Science, Public Administration, Business, Organizational Psychology, Strategic Communications, or a related field.
  • Equivalent experience or business-process and change-management certification (e.g., Project Management Professional, Prosci Change Manager, Lean, among others) with at least a high school diploma may be considered.
  • 5+ years of experience in data management, data governance, data analytics, business process improvement, program administration, or a related field.
  • Experience in public sector or regulated environments preferred but not required.

Employment of the selected candidate will be contingent on satisfactorily completing the interview process, reference check, and satisfactory criminal record check.
