The Department of Natural Resources (DNR) has an exciting opportunity within our Product Sales and Leasing Division as an AIMS System Administrator and Leasing Business Analyst. We are recruiting for an IT professional who can translate business needs into technical solutions by designing, developing, and upgrading enterprise data tools to create efficiencies and improve workflows for DNR’s leasing programs. DNR manages over 3,000,000 acres of trust lands, generating over $45,000,000 annually in leasing revenue. This position directly supports these leasing programs and their revenue-generating activities by providing IT business support. Responsibilities include system administrator of the Agriculture Information Management System (AIMS), which is a Platform as a Service (PaaS) cloud-based application. This position is responsible for administering, supporting, optimizing, and maintaining this Salesforce cloud-based platform to support the leasing programs’ land agreement needs. This position is also the Division’s Business/IT expert for the SAP-based NaturE system and Enkom-LIS Land Agreement Management System (LAMS) and provides technical support and expertise to the division’s leasing programs, communicates the business needs of the division, and analyzes system updates to ensure compatibility with the division’s business needs.

Duties

Responsibilities:


  • Deliver the technical solutions for the configuration, deployment, and maintenance of the AIMS platform to meet business requirements.
  • Develop, design, support, and implement functionality extensions of the AIMS platform to meet business needs. Uses Salesforce Formula Fields, Salesforce Automation tools (Flow, Process Builder, Workflows), SQL, Conga Composer Field Coding, and Word Field Coding. Also need to understand basic object-oriented programming languages, like JAVA.
  • Responsible for new functionality by developing, prototyping, testing, and obtaining user acceptance before promoting. Newly developed functionality may include adjustments to existing functionality within AIMS as well as entirely new functionality developed specifically to meet emergent business needs.
  • Coordinates with vendor and technical staff on implementing upgrades and enhancements. For such projects, this position is responsible for all aspects of the process, including managing project scope, deliverables, documentation, requirements, and project timelines and communications.
  • Conducts all elements of new solution development from requirement synthetization through development, testing, and implementation.
  • Perform system monitoring by tracking the health and performance of the AIMS system, ensuring uptime and availability.
  • Designs and executes test scripts and conducts various testing scenarios to thoroughly test and validate to ensure the correct operation of all newly developed applications and functionality. This includes any changes to existing application components and configuration before deployment to the production environment for the end-user. Thoroughly test and validate data, including data from an interface with other IT systems.
  • Monitors system upgrades and functionality enhancements to ensure proper operation; resolves any issues that arise. This position is responsible for troubleshooting, solution design, and resolving any issues.
  • Administers and maintains all connected applications and installed packages within the Division’s Salesforce (AIMS) application. This includes third-party packages that are essential for PSLD business operations.
  • LAMS and NaturE business and systems analyst for State Lands leasing programs.
  • Discovers, documents, and validates the needs and expectations of upland leasing programs, ensuring a clear understanding of what each system functionality change aims to achieve.
  • Assess proposed solutions to determine the best solution to meet business needs.
  • Understands upland leasing program data and reporting needs to continually improve system functionality.
  • Collaborate with a cross-agency team to prioritize system issues, to verify based on a common set of criteria, and ultimately to work toward a solution.
  • Represents the Division’s interests on system configuration, functionality, data management, and input processes as they relate to agency and program needs.
  • Ensures data integrity prior to, during, and following system updates, upgrades, or newly implemented functionality.
  • This includes testing data integrity and performing extensive data validation through the update process across application environments.
  • Creates and maintains data functional specifications. The creation and updating of all specification documentation for all enterprise data systems that the program oversees. Documents all changes resulting from new functionality.
  • Expertly communicates with IT technical peers and business process stakeholders. Uses extensive knowledge and expertise to accurately convey the nature of the system issues, business needs (often provided by business stakeholders), and desired results with IT technical peers to lead the effort in resolving technical issues.
  • Provides consultation to users on system data.
  • Performs updates and additions to the enterprise data system configuration. Includes updates to both configuration and data tables related to PSLD systems.
  • Provide system data to satisfy internal and public information requests.
  • Leads initial system trainings and coordinates ongoing training.
  • Apply analytical processes to the planning, design, and implementation of IT solutions and translate business needs into technical requirements for existing and future IT enterprise systems to support PSLD business requirements.
  • Analyzes lease contract language clauses and converts contract logic into technically viable system logic and workflows to automate processes and improve efficiency. Involves designing technical solutions, as well as developing, testing, and implementing those solutions.
  • Understand operations and workflows of multiple revenue-generating programs to identify business needs and develop or enhance technical solutions to create efficiencies, build automation, and improve workflows.
  • Develop solutions to automate reporting and data collection.
  • Responsible for building and maintaining various systems using Microsoft Suite and other IT tools provided by the Agency’s IT Division.

Qualifications

Required Qualifications:


  • A bachelor’s degree in computer systems, information systems, or an IT-related field, AND 4 years’ experience to include the following: developing, administering, and configuring a technology system or platform. System testing, troubleshooting, issues resolution, and familiarity with data management;
    OR an equivalent combination of education and/or experience.
  • Experience with business analysis and/or working with business and IT collaborators to gather and document system requirements.
