Provide a high level of support for projects/programs in the System Analysis and Reporting (STAR) division. Data produced are used to make policy decisions for the Oklahoma State System of Higher Education and fulfill ad hoc requests from the state system institutions, legislature, media, and public.
Responsibilities and Duties
Data Analysis and Reporting
- Conduct surveys, collect data, tabulate, analyze, and display data.
- Review raw data, verify it for accuracy, provide analysis, and write reports that include summary tables, graphs, and charts.
- Perform qualitative and quantitative research.
- Analyze technical information from various sources and write reports, analyses, summaries, and histories as assigned.
- Support the Fiscal division in concurrent enrollment data analysis and reporting.
- Responsible for the High School Indicators Report (HSIR), which includes maintaining reporting parameters in conjunction with the Oklahoma Office of Educational Quality and Accountability (OEQA), generation of the HSIR for publication and submission to OEQA, and related follow-up data requests.
- Act as the lead for Financial Aid data collections.
- Assist the Director of Data Analytics and Reporting with tasks and projects as needed (to include but not limited to reports on ad hoc data requests).
Dashboard Development and Collaboration
- Work with other Oklahoma State Regents for Higher Education (OSRHE) departments to develop internal dashboards to meet their reporting needs.
Communication and Requests
- Respond to quick turnaround data requests from the Chancellor, Vice Chancellors, Directors, Communication staff, and Legislative Relations, and directly from the State Regents.
- Compose correspondence to furnish or request information.
Mentorship and Support
- Provide expertise and knowledge transfer to STAR Analyst Is.

Minimum Qualifications
Bachelor’s degree is required with a preference of a degree with a strong concentration in qualitative or quantitative research. An equivalent combination of education and experience may be considered, substituting one year of professional-level experience for each year of required education. Must be self-directed and have proven analytical, problem solving, organizational, and verbal written communication skills.
- Proficient in spreadsheet and word processing applications (Microsoft Excel and Word).
- Familiar with or willing to learn SQL for data extraction.
- Familiar with or willing to learn SAS, Tableau, Power BI, or other business intelligence tools to create dashboards.
- Knowledge of or willing to learn about the Oklahoma State System of Higher Education is desired.
Preferred Qualifications
Master’s degree with a preference for data science, economics, and/or mathematics/statistics or related field and knowledge of Oklahoma higher education system is desired. Seeking applicant with experience using SAS data platform, though experience in another software could be an acceptable substitute. Experience with data visualizations and/or data dashboard development is also desired. Proficiency with Microsoft Excel, PowerPoint, Word, databases, and email preferred.
Proficient in at least one statistical package: SPSS, SAS, STATA, R, etc.
Supervision
The employee performs work under the supervision of the Director of Data Analytics and Reporting.
Work Hours Agency offices are open to the public from 8 A.M. to 5 P.M. Monday through Friday. These are the normal office hours for Agency employees. Physical Demands
Ability to remain in a stationary position for extended periods of time. Ability to operate a computer, keyboard, photocopier, telephone, calculator and other office equipment, to use a computer screen and printed material, to communicate clearly, and to lift up to 25 pounds, to bend, stoop, and reach. Must use the proper manual handling equipment including but not limited to dollies, carts and lift team members. Duties are normally performed in an office environment with a moderate noise level.
