Asset Description

Spare Parts:

  • Requirements during the tenure shall be quoted separately with the best quality and competitive market rate.
  • Maintain a reasonable inventory of essential spare parts for maintenance and services falling within the scope of services.
  • PPM consumables shall be included in the service.
Service Frequency
  • Monthly - 12 times Year
Emergency Response
  • Priority 1 - Emergency: Immediately (Within 1 hour)
  • Priority 2 - Urgent: Within 2 hours
  • Priority 3 - Expedited: 8 Hours
  • Priority 4 - Scheduled: 24 Hours
  • Priority 2 - Urgent: Within 2 hours
    • Presents a threat of personal injury, equipment damage, or serious disruption of operations.
  • Priority 3 - Expedited: 8 Hours
  • Priority 4 - Scheduled: 24 Hours

Note: Technical assistance via phone calls shall be provided to the building security or FM the team immediately if required.

Scope of Work
  • The Operator shall visit monthly to check the operation of the facilities. The visit shall be documented on a Checklist with any comments and a description of any work that was carried out.
  • In addition, the Operator shall patrol the network on a monthly basis to ensure there is no damage or indications of interference from any third parties and update the client as the client may reasonably require.
  • The operator should supply a copy of the check list to the Client's representative, indicating clearly any causes for concern, and should quote for repairs as appropriate within 15 days of the inspection.

The maintenance work includes:

  • a) Monthly inspection of building's gas distribution system including leak checking in common areas.
  • b) Monthly inspection of gas detection panel including cleaning, battery and zone checking.
  • c) Quarterly inspection of Pressure Reducing Station (PRS) and gas mainline network including leak checking.
  • d) Annual maintenance of regulators, meters and valves of main system, including paint touch ups, if required.
  • e) Annual gas detection system calibration and functionality testing.

The Operator will issue a report to the Client on each maintenance visit providing findings on any non-compliance with DCD, Dubai Municipality or any Authority regulations, and will provide a quote within 15 days for rectification of the same.

Safety Policy
  • Work Force shall be provided with proper uniform, hand gloves, face mask, and other safety equipment to be used while duty.
  • The vendor is solely responsible for any liability that may arise due to the injury sustained to its employees during the course of their work under this agreement.

Dubai Trade License and Activity

NOTE TO VENDORS As per the rules, all vendors supplying services in the Emirate of Dubai must have trade license issued by relevant authority in the Emirate of Dubai. Before you apply for any job in the Emirate of Dubai, please make sure to comply with regulatory requirements. Failure to do so can result in stoppage of funds through Escrow Account. HOAM bears no liability towards any payment that is withheld by the Escrow Operator.

Standard RFP process

  • 1. Vendors are to use the ResponseForm provided and include all information requested by HOAM in relation to theRFP.
  • 2. By submitting a Proposal the Vendoraccepts that it is bound by the RFP Process, Terms and Conditions (RFP-Terms)
  • 3. Each Vendor will:
    • a. examine the RFP and anydocuments referenced in the RFP and any other information provided by HOAM
    • b. consider all risks,contingencies and other circumstances relating to the delivery of the Requirementsand include adequate provision in its Proposal to manage such risks and contingencies.
    • c. document in its Proposal allassumptions and qualifications made about the delivery of the Requirements,including any assumption that HOAM or a third party will deliver any aspect ofthe Requirements or incur any cost related to the delivery of the Requirements.
    • d. ensure that pricing informationis quoted in UAE dirhams (AED) inclusive of VAT.
    • e. satisfy itself as to thecorrectness and sufficiency of its Proposal, including the proposed pricing andthe sustainability of the pricing.
    • f. There is no expectation orobligation for Vendors to submit Proposals in response to the RFP solely toremain on any prequalified or registered supplier list. Any Vendor on such alist will not be penalised for failure to submit a Proposal.

Further sections of the RFP terms from 4 to 25 are retained in sequence with the same formatting as above to preserve original content while ensuring readability.

Ownership of documents
  • 18. The RFP and its contents remain the property of HOAM. All Intellectual Property rights in the RFP remain the property of HOAM or its licensors. HOAM may request the immediate return or destruction of any or all RFP documents and any copies. Vendors must comply with any such request in a timely manner.
  • 19. All documents forming the Proposal will, when delivered to HOAM, become the property of HOAM. Proposals will not be returned to Vendors at the end of the RFP process.
  • 20. Ownership of Intellectual Property rights in the Proposal remain the property of the Vendor or its licensors. However, the Vendor grants to HOAM a non-exclusive, non-transferable, perpetual licence to retain, use, copy and disclose the information contained in the Proposal for any purpose related to the RFP process.
No Binding Legal Relations
  • 21. Neither the RFP, nor the RFP process creates a process contract or any legal relationship between HOAM and any Vendor, except in respect of:
    • a. the Vendor's declaration in its Proposal
    • b. the Offer Validity Period
    • c. the Vendor's statements, representations and/or warranties in its Proposal and in its correspondence and negotiations with HOAM.
    • d. no legal relationship is formed between HOAM and any Vendor unless and until a contract is entered into between those parties.

Disclaimer

  • HOAM will not be liable in contract, tort, equity, or in any other way whatsoever for any direct or indirect damage, loss or cost incurred by any Vendor or any other person in respect of the RFP process.
  • 2. Nothing contained or implied in the RFP, or RFP process, or any other communication by HOAM to any Vendor shall be construed as legal, financial, or other advice.

Law of the Emirate of Dubai

  • 4. The laws of The Emirate of Dubai shall govern the RFP and each Vendor agrees to submit to the exclusive jurisdiction of the Emirate of Dubai courts in respect of any dispute concerning the RFP or the RFP process.

No Subcontracting: Notwithstanding anything in this Agreement, the vendor/contractor may not use any subcontractor to perform any of his obligations under this work order. Unless (a) Vendor has obtained the prior written consent of HOAM to the use of the subcontractor, and (b) Vendor has entered into a separate written agreement with the subcontractor which requires the subcontractor to agree to and abide by all the terms and conditions of this Agreement. The Community shall be deemed to be a third-party beneficiary of any such agreement between the vendor and a permitted subcontractor. Notwithstanding the foregoing, the vendor shall not be relieved of any of its duties or obligations under this Agreement as a result of entering into a written agreement with a permitted subcontractor.
