Scope of Work
Manpower - MEP

  • Facility Supervisor - Shared resource - 1 no

  • HVAC Technician - Full time - 1 no

  • Multi Technician - Full time - 1 no


Manpower - Cleaning

  • Housekeeping Supervisor - Shared resource - 1 no

  • Cleaners - Full time - 2 nos


Spare Parts and Consumables

  • PPM and hygiene consumables included.

  • Monthly spare parts threshold of AED 1000.

  • Any spare parts or repairs beyond threshold shall be carried out upon approval.

  • Contractor shall maintain reasonable stock of essential consumables.


Working Hours

  • Cleaning - 12 hours - 7 days per week

  • MEP - 12 hours - 7 days per week


Scope of Cleaning Services
Daily

  • Sweep and mop floors throughout common areas.

  • Clean entrance and reception including glass doors.

  • Clean elevators, mirrors, frames, and finishes.

  • Dust fixtures, fittings, and surfaces.

  • Empty waste bins and remove waste.

  • Clean garbage rooms and ensure chute cleanliness.

  • Handpick litter in parking and surroundings.

  • Clean staircases including handrails and fixtures.

  • Disinfect high-touch surfaces.


Weekly

  • Dust doors and walls where required.

  • Sweep parking areas.

  • Clean railings and edges.


Monthly

  • Deep clean floors and corridors.

  • Polish elevator finishes.

  • Clean window frames and accessible glass.

  • Dust high-level areas.


Quarterly

  • Pressure wash parking areas.


Scope of Work - MEP Maintenance
Facility Supervisor Responsibilities

  • Conduct inspections across facility areas.

  • Ensure safe operations of building systems.

  • Coordinate maintenance and contractors.

  • Maintain records and reports.

  • Monitor utilities consumption.

  • Prepare observation reports.

  • Supervise technicians.

  • Manage breakdown response.


Maintenance Strategies

  • Corrective Maintenance: Restore systems upon fault detection.

  • Planned Preventive Maintenance: Execute maintenance programs to minimize failures.

  • Condition Monitoring: Monitor asset condition and recommend actions.


Electrical Works

  • Maintain electrical systems after DEWA meters.

  • Maintain MDBs, SMDBs, DBs within common areas.

  • Monitor operations and respond to failures.

  • Maintain asset records.


Plumbing Works

  • Inspect fixtures and drainage.

  • Check leaks and corrosion.

  • Maintain pumps and valves.

  • Clean strainers and filters.


Mechanical Works

  • Inspect pumps and equipment.

  • Monitor operational parameters.

  • Perform minor servicing.


HVAC Works

  • Maintain ventilation and cooling systems.

  • Inspect valves and controls.

  • Perform servicing performance checks.


Incident Response Times

  • Priority 1 - Emergency - Immediate

  • Priority 2 - Urgent - Within 2 hours

  • Priority 3 - Routine - Within 8 hours

  • Priority 4 - Scheduled - Within 24 hours

  • Preventive maintenance completion

Performance shall be reviewed periodically.


Shared Resources Clarification

  • Where manpower is shared, the Contractor shall ensure service delivery at the Building is not compromised and adequate coverage is maintained at all times.

Subcontracting Restriction

  • The Contractor shall not subcontract or assign any part of the services without prior written approval from HOAM. All services shall be performed by Contractor's direct staff.


Contractor Responsibility

  • The Contractor shall remain fully responsible for performance, conduct, safety, and supervision of all personnel deployed under this contract.


Reporting Requirements

  • Monthly reports

  • Maintenance logs

  • Incident reports

  • Observations


Safety Policy

  • Provide PPE.

  • Follow safety procedures.

  • Secure work areas.

  • Contractor responsible for worker safety.


Practical Operational Clauses
Service Request & Tracking

  • Upon contract award, the Contractor shall coordinate with Building Management and follow the designated system and procedures (such as ISKAAN or any other system advised by HOAM) for logging, tracking, and updating all maintenance activities, service requests, and related reports.


Approval Control

  • No additional works outside routine maintenance shall be carried out without prior approval from Building Management


Service Continuity

  • The Contractor shall ensure continuous service delivery during staff absence, leave, or resource constraints.


Audit Preparedness

  • The Contractor shall maintain complete and up-to-date records of all maintenance activities, compliance documents, statutory records, checklists and service reports related to the building. HOAM or relevant authorities may carry out building condition audits, inspections, or reviews at any time and the Contractor shall ensure that all required documentation, maintenance history and compliance records are readily available and fully updated to support such audits.
