Brief Job Description:

Asset Management Analyst reports to deputy director of asset management. Position coordinates and makes recommendations for program improvements and changes. Performs advanced (senior level) asset management work to include, administrating financial asset management processes, systems, reviewing analyzing and evaluating asset financial data, performing advanced financial analysis and regulatory work. Interpreting asset data, providing guidance in asset management processes, procedures, and corrective actions. Analyzes and interprets state and federal statutes and regulations to resolve financial, accounting, and regulatory issues. Prepares high-quality written reports, briefing documents, and responses to inquiries for internal and external requests. Assists in the design, development, modification, and maintenance of spreadsheets and databases to perform advanced data analysis and asset management reconciliation activities. Monitors asset management program project to ensure deadlines are adhered to. Supervises the work of other areas in Asset Management Office. Attends work on a regular and predictable schedule in accordance with agency leave policy. Performs other duties as assigned.

Essential Job Functions (RJFs):

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Administers financial processes and systems and performs advanced financial asset management analysis and regulatory work to ensure asset record and reporting are compliant with asset state statutes. 10%

Analyzes and interprets asset management state and federal statutes and regulations to resolve financial, accounting, and regulatory issues impacting asset management. Provides interpretation, recommendation on technical questions of financial and regulatory compliance with applicable state and federal asset management regulations and statutes to asset management program area leadership. An example of this function is reviewing asset purchases and ensuring all costs of putting asset into service considered and asset balance is compliant with statutes. 10%

Develops, evaluates, and reviews asset management business, property accounting financial reporting requirements, and regulatory policies, procedures, and processes. Work with other program areas impacting asset management module and identity accommodations needed to ensure asset management financial objectives impacting asset reporting and annual financial report considered by the programs. 15%

Work cooperatively and effectively on asset management cross-functional teams and internal and external workgroups to represent asset management. 10%

Research asset balances, analyzes asset reporting, interprets asset data, and summarizes complex asset management financial transactions, regulatory compliance, and/or management information to ensure compliance with asset statutes. 15%

Coordinates and oversees asset management financial reviews, including the accumulation of asset data, asset financial reporting, and monitoring responses impacting asset management. Provides guidance to others for corrective action on asset balance discrepancies. Development, analysis, review of asset management financial records, asset data, and related asset management policies and statutes. 25%

Supervises the work of other areas to ensure task completion within establish deadlines. 15%


Knowledge, Skills, and Abilities (KSAs):

Experience with financial analysis, financial processes, and/or financial systems.

Experience with the Uniform Statewide Accounting System (USAS)/State Property Accounting (SPA) and/or the Centralized Accounting and Payroll/Personnel System (CAPPS)

Experience with generally accepted accounting principles or other laws, rules, and regulations relevant to asset management and property accounting.

Experience with communicating effectively and preparing high-quality oral and written reports for management.

Ability to use Microsoft Excel at an intermediate to advanced level and work accurately with numbers.

Ability to develop, evaluate, and review business, financial, and/or regulatory policies, procedures, and processes.

Ability to work effectively with diverse groups, teams, and individuals and maintain productive and cooperative working relationships.

Ability to research, analyze, interpret, and summarize complex financial, regulatory, and/or management information.

Ability to manage and organize workload, prioritize tasks, and devise solutions to problems.

Initial Screening Criteria:

Experience in asset management, financial analysis, and regulatory work. Graduation from an accredited four-year college or university with major coursework in accounting, business administration, finance, economics, or a related field is generally preferred. Experience and education may be substituted for one another on a year for year basis.

Additional Information:

Position is in an office setting. Not eligible for teleworking. Occasional travel may be required.
