Characteristics of the Class:
Under general direction, exercises discretion and independent judgment in the management of Housing Authority’s programs to ensure program compliance. Supports the Housing Authority's efforts to provide assisted housing by: providing supervision, advanced technical assistance and training; insuring program compliance; conducting control of production and preparing reports as required; and acting as a department representative in Manager’s absence, or when responding to tenant, owner, or other complaints.

  • Supervises, develops and trains subordinate or unit personnel.
  • Monitors the assigned worksite/unit, staffing levels and caseload assignments to ensure appropriate coverage and makes recommendations to Manager regarding operational needs.
  • Audits and approves unit's work product to assure quality compliance standards are met.
  • Prepares production quality and other management reports.
  • Reviews, analyzes, and interprets program related documents and information, including applications, contracts, rental agreements, leases, inspection reports, laws, regulations, and other legal or operational documents.
  • Resolves the more difficult and complex problems and complaints regarding, eligibility, portability, habitability, and other functions related to assisting residents, Section Eight clients, owners, Housing Authority Employees, and other agencies.
  • Monitors program compliance and assists outside agencies (including but not limited to HUD, law enforcement, and public prosecutors) in support of efforts to minimize fraud and program abuses.
  • Reviews recommendations for code violations and other corrective actions related to Housing Quality Standards (HQS). Monitors reports to ensure all necessary repairs sited by inspections staff are resolved timely (limited to AHMs who supervise inspection staff).
  • Provides support to managers by making staffing recommendations, conducting performance evaluations, updating budgets, and responding to subordinates' requests regarding time off.
  • May represent the Manager in the Manager’s absence, including but not limited to meetings with the public and other agencies.
  • Provide support to the legal department with regard to evictions, formal and informal hearings, and other legal processes, and represent the Housing Authority in such matters.
  • Prepares various written correspondence to owners, residents and other agencies, and conducts home visits as needed.
  • Provides training to Authority Personnel and partnering agencies as appropriate.
  • Performs other related duties as assigned.

Minimum Requirements:
Bachelor's Degree from an accredited college or university in Public Administration, Business, or a related field AND three (3) years of verifiable experience in either of the following two (2) areas: (1) providing services to low income, elderly, or handicapped/ disabled persons in public programs related to low-income housing, employment, financial assistance or closely related services; (2) property inspection utilizing the City of Los Angeles Building and Safety Codes, the HUD Housing Quality Standards guidelines or responsible experience in a directly related building trade;

Associate’s Degree in Public Administration, Business, or a related field AND five (5) years of verifiable experience in either of the following two (2) areas: (1) providing services to low income, elderly, or handicapped/ disabled persons in public programs related to low-income housing, employment, financial assistance or closely related services; (2) property inspection utilizing the City of Los Angeles Building and Safety Codes, the HUD Housing Quality Standards guidelines or responsible experience in a directly related building trade.

Desired Qualifications
Special consideration will be provided to candidates with two or more years of supervisory experience or other leadership responsibilities (e.g. supervisory job experience, community leadership, or agency leadership roles.)

Special Requirements:
Must possess a valid California Class "C" Driver's License.

EXAMINATION

Applicants must pass each phase of the testing process with a rate of 80% or higher to be placed on the "Certified List". Generation of a Certified List does not mean that there are any vacant and available positions at this time. The Certified List will be available for not less than 6 consecutive calendar months.

THE EXAMINATION FOR THIS POSITION WILL OCCUR ON Wednesday, October 1, 2025. If you are invited to the examination process, you will receive an email from a HR Recruiter NO LATER THAN Wednesday, September 24, 2025. This will be your only notice. There will be no changes to the date(s) of the examination.

Candidates will start at STEP 1 of an eight step salary range unless there are special exceptions in accordance with the Personnel Rules.
