Assistant Manager - Planning & Integration

Job Purpose

The Assistant Manager - Planning & Integration, based in Sohar is responsible for leading the development, implementation, and continuous enhancement of Hafeet Rail’s cross-border customs operations between Oman and the UAE.

This role ensures that customs processes are fully aligned with operational and regulatory requirements, enabling seamless, compliant, and efficient movement of intermodal and bulk cargo across all relevant facilities and entities.


Principle Accountabilities

Customs Operating Model & Process Development

  • Develop and implement the end-to-end customs operating model for cross-border rail operations (Oman & UAE).
  • Design and standardize customs procedures and workflows across intermodal and bulk cargo flows.
  • Ensure alignment of customs processes with rail operations, port interfaces, and inland facilities.
  • Lead the development of advanced concepts such as pre-clearance, risk-based inspections, and streamlined border processes.


Government & Authority Engagement

  • Build and maintain strong relationships with customs authorities and relevant government entities in both the UAE and Oman.
  • Lead discussions, negotiations, and alignment with authorities on cross-border procedures, regulatory requirements, and operational frameworks.
  • Support the establishment of formal agreements and protocols to enable efficient cross-border operations.


Implementation & Operational Readiness

  • Drive the implementation of customs processes across all key facilities and operational interfaces.
  • Ensure that agreed procedures are effectively operationalized and embedded within day-to-day operations.
  • Lead testing, simulation, and readiness activities, including trial runs and coordination with relevant stakeholders.
  • Identify and resolve operational challenges impacting customs clearance and cross-border flows. 


Compliance & Regulatory Management

  • Ensure full compliance with all applicable customs laws, regulations, and cross-border requirements in both jurisdictions.
  • Monitor regulatory developments and ensure timely adaptation of processes and procedures.


Cross-Functional Coordination

  • Work closely with Operations, Commercial, IT, Legal, and other relevant functions to ensure alignment of customs processes.
  • Support integration of customs requirements into operational planning and service development. 


Digital Integration & Process Optimization

  • Define requirements for integration with customs systems, port platforms, and internal operational systems.
  • Support the development and implementation of digital and paperless customs processes.
  • Identify opportunities for automation and efficiency improvements across the customs value chain.


Commercial Support & Customer Enablement

  • Support commercial and operational teams in enabling customer flows through efficient customs processes.
  • Contribute to the development of competitive logistics solutions by ensuring predictable and reliable cross-border clearance.
  • Address customer-related customs challenges and support onboarding of new business flows.


Qualifications

  • Bachelor’s degree in Business Administration, Logistics, Supply Chain, or a related field.
  • 10+ years of experience in customs operations, government relations, or related roles within logistics, ports, or free zones.
  • Strong knowledge of Oman and UAE customs regulations and cross-border trade frameworks.
  • Proven experience in managing relationships with government authorities and regulatory bodies.
  • Experience in developing and implementing operational processes and frameworks.
  • Familiarity with port, terminal, or logistics operations is highly preferred.
  • Strong analytical, problem-solving, and stakeholder management skills.
