Assistant Manager/ Senior Analyst – Public Financial Management

Key Responsibilities

  • Support analysis and implementation of Public Financial Management (PFM) reforms by assisting in budget formulation, expenditure reviews, forecasting, MTBF/MTEF processes, and transition toward program-based budgeting.
  • Assist in developing macro-fiscal models and analytical tools to support fiscal forecasting, expenditure efficiency assessments, and evidence-based policy recommendations.
  • Conduct technical assessments of financial systems and databases, including TSA, IFMIS, and cash management processes, to identify gaps, interoperability needs, and improvement opportunities.
  • Support revenue policy analysis and forecasting, including data-driven assessments of tax and non-tax revenues, revenue enhancement options, and TADAT-aligned diagnostics for provincial entities.
  • Assist in debt management analytics, including debt sustainability analysis, MTDS modelling inputs, and coordination of data for DeMPA-aligned assessments.
  • Prepare technical reports, policy briefs, and analytical summaries on budget execution, fiscal trends, revenue performance, and expenditure efficiency for internal review and senior management.
  • Coordinate day-to-day engagement with Finance Department, P&D, PRA, AG Punjab, and other stakeholders, providing analytical support and follow-up inputs for ongoing reform activities, missions, and capacity-building initiatives.
  • Support monitoring and evaluation of PFM reform initiatives to track progress, identify implementation gaps, and recommend corrective actions.
  • Assist in preparing presentations, dashboards, and analytical updates for senior management and steering committees.
  • Perform any additional tasks assigned by senior management to support PFAS’s public financial management and fiscal reform objectives.

Qualification

  • Minimum 16 years’ education in Economics/ Finance/ Public Policy/ Public Financial Management/ Business Administration or
  • CA/ CA Finalist/ CA-Inter/ ACCA/ ACMA/ ICAEW/ FRM/ PRM/ CFA/ CPA or equivalent relevant degree from a reputed Foreign University or HEC recognized institutions.

Experience

  • At-least 3 years’ relevant post qualification experience, preferably in the public sector.
