Job Purpose

The role shall assist, oversee and direct the delivery of field operations and maintenance across dry utilities within RSU, ensuring seamless support to all field based users of dry utilities services. The incumbent will supervise end to end in field operations and maintenance processes, create guiding principles, and lay clear directions for on site teams to ensure continuous improvement.

The role will work closely with all RSU / RSG departments together with the asset owners.

Furthermore, the incumbent will be responsible for managing maintenance and reliability strategy, field operational objectives, and field maintenance operations. They shall ensure overall functioning of field operations and maintenance within the stipulated budget and timelines, ensuring compliance with processes and guidelines, proactively measuring operational efficiency, and managing prompt response to escalations.

Job Responsibilities Strategic Contribution

• Contribute to the development and implementation of the annual business plan for the RSU Field Operations & Maintenance function.
• Translate field operations and maintenance strategy into operational business plans, monitor performance and execution, and achieve functional objectives.
• Develop and implement initiatives focused on driving optimization across field operations and maintenance.
• Incorporate new technologies to enhance reliability and efficiency of dry utilities services.
• Maintain production systems and processes to meet price, quality, and delivery targets.
• Plan and execute periodic maintenance and operation of utility assets to maximum efficiency and reliability.
• Establish governance mechanisms to address faults or repairs within agreed timelines.
• Provide direction to the team, fostering a culture of collaboration, innovation, and continuous improvement.

Field Operations & Maintenance

• Manage daily operational activities related to field operations and maintenance, ensuring timely and efficient service delivery to customers.
• Develop and implement operational strategies to enhance performance, reliability, quality, and efficiency.
• Establish guidelines for periodic monitoring of on ground facilities and equipment condition, identifying opportunities for preventive and corrective maintenance.
• Implement corrective actions identified during emergencies, operational disruptions, equipment breakdowns, or quality concerns.
• Allocate field workforce to sites, respond to emergencies, and restore power supply.
• Assist in managing risk escalations and coordinate responses to minimize operational impact.
• Proactively manage compliance with processes, guidelines, and operational efficiency measures.
• Contribute to initiatives for enhancing operational efficiency.
• Adopt technology to improve efficiency, safety, and customer satisfaction.
• Provide inputs to leadership on improving operational procedures, supporting data and statistics.
• Supervise on ground system maintenance activities, including regular checks, repairs, and component replacements.
• Ensure compliance with industry standards, laws, regulations, and safety guidelines.
• Collaborate with teams to drive safety, sustainability, quality, production, and reliability.
• Oversee interactions with the PPP Company regarding power O&M procedures, maintenance schedules, and water quality compliance.
• Ensure issuance and closure of work orders, drawings, and completion certificates, updating records in RSU's EAM system.
• Manage unplanned outages, review rectification plans, facilitate work permits, and update customers and records.
• Control local distribution network parameters, liaise for high severity planned outages, and direct field operations for all severity related incidents.
• Identify and evaluate by products, review quality inspection reports, and collaborate with Commercial Services for off taker relationships and collection schedules.
• Execute network analysis, prepare load reports, and manage capacity according to protocol.
• Direct initial response to trouble calls, monitor network parameters, oversee communication and staff deployment.

Leadership and People Management

• Provide leadership and oversight for all field operations and maintenance activities.
• Build and motivate a competent team, set priorities and objectives, manage performances, and provide ongoing feedback and coaching.
• Serve as a role model, ensuring employees' awareness and commitment to RSU's and RSG's vision, mission, values, fundamentals, and corporate strategy, and continuously improving performance.

Policies, Systems, Processes, Procedures, Standards and Reports

• Follow all relevant functional policies, processes, standard operating procedures, and instructions.
• Prepare accurate and timely functional MIS statements and reports to meet corporate and functional requirements.
• Streamline processes by analyzing operational and maintenance related processes, eliminating redundancy, and identifying potential merges across workstreams to improve performance.

Safety, Quality & Environment

• Apply safety, quality, and environmental management policies, procedures, and controls to ensure employee safety, legislative compliance, high quality products/services, and responsible environmental attitude.
• Stay updated on relevant environmental and safety regulations and integrate them into processes.

Continuous Improvement

• Contribute to the identification of opportunities for continuous improvement of department systems, processes and practices, considering international best practice, cost reduction and productivity improvement.
• Assess operational processes and develop improvement strategies to enhance efficiency and productivity.
• Enforce the incorporation of international best practices and standards into the improvement of business processes and department systems and productivity.

Qualification and Experience

• Bachelor's or Master's in Electrical Engineering or similar.
• years of relevant experience, with at least 5 years in a similar role, preferably large sustainable infrastructure utilities project.
• Experience in KSA / GCC countries preferred.
• Strong technical and operational understanding of dry utility MV/LV systems.
