Attorney I - Office of the Commissioner Representing Employers

The Texas Workforce Commission’s (TWC) Office of the Commissioner Representing Employers is seeking a highly motivated and analytical Attorney I to join our dynamic legal team on a full-time basis. This is an exceptional opportunity to gain valuable, high-level experience in employment and administrative law, directly supporting the Commissioner who represents Texas employers in matters related to workforce development and labor law.

As an Attorney I in our office, you will play a vital role in advising and supporting the Commissioner, contributing to the advancement of a pro-employer environment in Texas. You will report to the Commissioner’s Senior Legal Counsel and work collaboratively as part of a small, dedicated legal team of four attorneys.
TWC is not considering applications from individuals who require sponsorship for an employment visa, including those currently on student or postgraduate visas. You must be a Texas resident to work for the Texas Workforce Commission or willing to relocate to Texas.

The Office of the Commissioner Representing Employers provides legal, educational, and policy services to employers across Texas. Key functions of the legal team include:
  • Preparing for weekly Unemployment Insurance appeals cases.
  • Presenting content at the Texas Conference for Employers, an employment law information conferences sponsored and hosted by the TWC Employer Commissioner.
  • Managing a statewide employer hotline and constituent email for employment law inquiries.
  • Developing and publishing Texas Business Today, a monthly e-newsletter for employers.
  • Maintaining the Texas Guidebook for Employers, a leading legal reference guide.
  • Offering legal and policy support related to unemployment insurance, wage claims, workforce regulations, and employer compliance matters.
  • Performs entry-level to routine (journey-level) legal work. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.

What you’ll do:
  • Prepare weekly case summaries.
  • Provide presentations on employment law information at conferences, to industry stakeholders, and others.
  • Conduct legal research and draft memoranda on labor and employment law.
  • Present content at the Texas Conference for Employers.
  • Interpret and analyze statutes, agency rules, and regulations.
  • Participate in briefings, hearings, meetings, and consultations.
  • Contribute to legal content publications (articles, guidebooks).
  • Assist with planning and delivering employer conferences and outreach events

What you’ll need to get hired:
  • Graduation from an accredited law school approved by the American Bar Association and admission to the State Bar of Texas.

You’re a great fit with:
  • Experience conducting legal research and document preparation.
  • Strong knowledge of legal principles and administrative procedures.
  • Excellent written and verbal communication skills.
  • Demonstrated ability to analyze complex legal issues and present findings clearly.
  • High ethical standards and ability to maintain confidentiality
  • Experience in employment law, administrative law, or public policy.
  • Experience or being comfortable with public speaking and talking in small, medium, and large group settings about legal issues.
  • Being comfortable in talking with office staff and the Commissioner during briefings and staff meetings.
  • Experience in presenting topics before employer groups.
  • Experience in conference presentations
  • Familiarity with state workforce systems (e.g., unemployment insurance, wage claims, civil rights).
  • Experience working in government or public service legal environments.
  • Strong interpersonal and collaborative skills.
  • Commitment to work in the main office in downtown Austin.
