Authority NOC Coordinator

Department: Building Department

Reports to: Head of Building Department.

Location: Dubai, UAE (with travel to project sites and authority offices across Dubai and other Emirates as required)

Job Purpose

The Authority NOC Coordinator is responsible for managing the end-to-end process of obtaining No Objection Certificates (NOCs), permits, and statutory approvals required for the design, construction, and handover of building projects. The role acts as the primary liaison between the company, its clients/consultants, and all relevant government and semi-government authorities in Dubai and other Emirates, ensuring approvals are secured efficiently, accurately, and within project timelines.

The ideal candidate has 5–7 years of hands-on experience navigating Dubai's regulatory approval landscape, with deep, current knowledge of submission procedures, portal systems, documentation standards, and relationship networks across all major authorities.

Key Responsibilities

Authority Liaison & Submissions

  • Manage and coordinate the submission, tracking, and follow-up of NOC and permit applications across all relevant Dubai authorities for assigned projects and other Emirates as needed.
  • Prepare, compile, and review technical submission packages (drawings, reports, calculations, and supporting documents) to ensure compliance with each authority's specific requirements prior to submission.
  • Liaise directly with authority engineers, reviewers, and customer service representatives to expedite approvals, resolve queries, and clarify comments.
  • Attend authority meetings, design review sessions, and site inspections on behalf of the company as required.

Process & Documentation Management

  • Maintain an up-to-date tracker of all NOC/permit submissions, statuses, comments, resubmissions, and approval timelines across all active projects.
  • Manage authority web portals (Dubai Municipality's DM platforms, DDA's e-services, Trakhees online system, etc.) including registration, submission uploads, fee payments, and status monitoring.
  • Ensure all authority correspondence, approval certificates, and supporting documentation are properly logged, filed, and accessible for audit and project handover purposes.
  • Flag authority comments and design implications promptly to the design and project management teams for resolution.

Coordination & Reporting

  • Coordinate with internal design teams (architecture, structural, MEP, infrastructure) to ensure drawings and reports meet each authority's current submission standards before lodgement.
  • Coordinate with contractors and clients on authority-related site requirements (inspections, testing, utility connections, completion certificates).
  • Provide regular status reports to project managers and leadership on approval progress, anticipated risks, and timeline impacts.
  • Proactively monitor and communicate changes in authority regulations, circulars, fee structures, and submission procedures that may affect ongoing or future projects.

Compliance & Risk Management

  • Ensure all submissions comply with applicable codes, regulations, and authority-specific technical requirements (e.g., Dubai Municipality Building Codes, Civil Defence Fire & Life Safety Codes, DEWA Green Building Regulations).
  • Identify and escalate potential approval risks or delays early, proposing mitigation strategies.
  • Support due diligence processes on land use, zoning, and permissible development parameters for new project pursuits.

Authorities & Stakeholders Covered

The Coordinator must have direct, working-level experience with submissions, portals, and approval processes for the following Dubai authorities (and equivalent bodies where projects extend beyond Dubai):

  • Dubai Municipality (DM) – Building permits, building completion certificates, survey/geomatics affairs, food and health-related NOCs where applicable, and master/infrastructure plan approvals.
  • Trakhees (Dubai Ports, Customs & Free Zone Corporation – PCFC) – Approvals for projects within Trakhees-governed master developments (e.g., Palm Jumeirah, Dubai Maritime City, Jebel Ali Free Zone areas, and other PCFC-regulated zones), covering planning, building, and engineering approvals.
  • Dubai Development Authority (DDA) – Approvals for projects within DDA-regulated free zones (e.g., Dubai Internet City, Dubai Media City, Dubai Knowledge Park, Dubai Studio City, Dubai Production City).
  • Dubai Civil Defence (DCD) – Fire and life safety NOCs, civil defence approvals for building completion and occupancy.
  • Dubai Electricity & Water Authority (DEWA) – Utility connection NOCs, load approvals, and Al Sa'fat / green building compliance.
  • Roads and Transport Authority (RTA) – Traffic NOCs, road access approvals, and infrastructure tie-in clearances for projects affecting roads or public transport corridors.
  • Dubai Civil Aviation Authority (DCAA) – Height clearance NOCs for projects within airport flight path zones.
  • Telecommunications providers (Etisalat / du) – Infrastructure and ducting NOCs for telecom service coordination.
  • Dubai Police (General Headquarters) – Security-related NOCs where applicable to project type or location.
  • Master Developer NOCs – Coordination with master developers such as Nakheel, Meydan, Dubai Holding, and others, where projects fall within their respective master communities and require developer-level NOCs prior to authority submission.
  • Federal Electricity & Water Authority (FEWA) / other Emirate authorities – Where the company's projects extend to Sharjah, Fujairah, or other Emirates, working knowledge of equivalent processes is an advantage.

Required Qualifications & Experience

  • Bachelor's degree in Civil/Architectural Engineering, Architecture, or a related discipline (diploma-level candidates with strong, directly relevant authority experience may also be considered).
  • 5–7 years of relevant UAE experience in authority approvals/NOC coordination, with the majority of that experience specific to Dubai building projects.
  • Demonstrated, hands-on track record securing approvals from Dubai Municipality, Trakhees, and DDA at minimum, with exposure to the additional authorities listed above.
  • Strong working knowledge of Dubai's building codes, planning regulations, and current authority submission systems and portals.
  • Experience managing approvals across a portfolio of concurrent projects (residential, commercial, mixed-use, or infrastructure) is preferred.
  • Prior experience within a multidisciplinary consultancy, PMC, developer, or contractor environment is highly advantageous.

Skills & Competencies

  • Excellent knowledge of Dubai regulatory frameworks and the ability to interpret and apply authority comments to technical submissions.
  • Strong organisational skills with the ability to manage multiple submissions, deadlines, and authority relationships simultaneously.
  • Established professional network and rapport with authority personnel across the listed entities.
  • Strong written and verbal communication skills in English; Arabic language skills are an advantage for direct authority liaison.
  • Proficiency with authority online portals and standard office software (MS Office, document management systems).
  • High attention to detail, particularly in reviewing technical documentation against authority checklists.
  • Proactive, solutions-oriented approach with the ability to anticipate and resolve approval bottlenecks.
  • Ability to work independently while keeping project teams and leadership well informed.

Additional Requirements

  • Valid UAE driving licence and access to own vehicle, given the frequent requirement for authority office visits and site attendance across Dubai.
  • Availability for occasional travel to project sites outside Dubai.

Key Performance Indicators (Suggested)

  • Average NOC/permit approval turnaround time per authority versus benchmark.
  • Number of first-submission approvals (i.e., without rejection/resubmission) as a percentage of total submissions.
  • Accuracy and completeness of the authority tracking log/dashboard.
  • Responsiveness to authority queries and resolution of comments within defined timelines.
  • Stakeholder feedback from project managers, design teams, and clients on approval process management.
