Position title: Aviation Standards and Regulation Specialist

A. Job description

The purpose of the Aviation Standards and Regulations Specialist is to coordinate the development of technical manuals, handbooks, procedures and policy within the department under the supervision of the Head of Section, as well as review existing regulatory material whilst monitoring regulatory changes and amendments to international standards from international and regional bodies. The Aviation Standards and Regulations Specialist also assists in the development of rulemaking procedures and processes as well as in the drafting of technical regulations and amendments to regulatory material and conducts research on global regulatory safety improvements as part of the rulemaking process.

The Aviation Regulation Specialist shall be responsible for the following:

· Assess submitted requisites for rulemaking and grant of exemption.

· Ensure adherence to and compliance with established process and procedures in the preparation and completion of requisites.

· Review and make proposals for amendment to regulation, policy, procedures and process on rulemaking and grant of exemption.

· Participate in the development and publication of safety related regulatory materials and similar publications.

· Provide expertise in coordination with safety oversight Sections and Departments in developing, promulgation and updating performance based regulations.

· Provide expertise in coordinate with State’s National Continuous Monitoring Coordinator (NCMC) and safety oversight Sections in identifying and recording differences between established aviation legislation and regulatory requirements and Standards and Recommended Practices adopted by ICAO.

· Provide expertise and administrative services in the development of specific operating regulations and ensuing regulatory materials, and in the issuance of exemptions.

· Carry out research on International Standards and regulatory requirements related to the functions and responsibilities of the ASRS.

· Carry out research on International Standards and regulatory requirements related to the functions and responsibilities of the ASRS.

· Participate in the SSP and SMS related activities.

· Carry out other duties that may be assigned to him/her from time to time.

Required qualifications and experience

· Holds a Bachelor Degree preferably in any of the following discipline: Aeronautical, Mechanical, Electrical or Electronics Engineering; or a bona fide graduate of Bachelor of Law from an established Law School; or must hold an Airman Certificate or License issued by a Contracting State in accordance with Annex 1 to the ICAO;

· Holds a certificate of Proficiency in Legislative Drafting issued by a Member State of the ICAO;

· Have at least a total of 6 years of continuous service as an Aviation Safety Inspector or as a Compliance Manager or Regulation Officer or equivalent position in a National Aviation Authority or in an Approved Aviation Organization (Air Operator/MMO/AMO/ATO/ATC-ANS Provider);

· Have at least 4 years’ experience in developing legislation and regulations for the aviation industry; or have at least 4 years continuous experience in drafting aviation safety procedures, manuals, standards or regulations with a national or international regulatory body.

· Have completed as a minimum four (4) ICAO recognized specialized courses in any of the following technical areas: airworthiness (certification and continuing airworthiness), flight operations, personnel licensing, aerodromes, air navigation services, SSP, SMS, civil aviation law, aviation environment and aircraft accident/incident investigation;

· Must have working knowledge of ICAO Annexes and Documents, U.S. FARs and EASA IRs;

· Must have working knowledge of ICAO identified GASP, RASP and NASP;

· Must be competent in technical report writing and in drafting regulatory materials;

· Proficient in written and oral communication of aviation technical English language;

· Computer literate; and

· Must have a good attitude.
