The Position



Job Appointment: Full time, regular.

Work Schedule: Monday – Friday, 8am-5pm. Alternate schedule may be available after probationary period.

Work Location: Hybrid; In-Person work to be conducted at The Portland Building, 1120 SW 5th Avenue. Half of all working hours must be performed in person. Occasional visits to various worksites within the City limits will also be required. Remote work must be performed within Oregon or Washington. For more information, click here.

Position Summary
The City of Portland is seeking to fill an Employee Benefits Analyst (HR Analyst I) position to support the Health & Financial Benefits team within the Bureau of Human Resources. This position performs professional-level work in the administration, analysis, and communication of the City’s employee benefit program. The Benefits Analyst will work within a team where a high degree of coordination and flexibility is expected.

As an Employee Benefits Analyst, you will:
  • Educate employees, in-person and virtual, through New Employee Orientation, annual open enrollment presentations, benefit days, how to apply sessions, benefit resource fairs, and other employee education opportunities.
  • Provide customer service by responding to inquiries from the benefits main email box, phone line, in-person, and assist employees with resolving benefit related issues.
  • Review daily employee/employment census files and determine any impacts to employee benefit eligibility, process changes in the enrollment system, and notify impacted employees.
  • Collaborate with Benefits team members and vendor partners to conduct enrollment audits and resolve discrepancies.
  • Process life insurance claims, complete life insurance portability forms, and respond to life insurance divorce decree monitoring.
  • Support benefits recordkeeping while staying up to date with electronic records management system updates by attending City Auditor meetings and ensuring benefit records meet required retention schedules.
  • Process qualifying life events. May also support new hire benefits enrollment by determining eligibility, reviewing and approving enrollment and dependent verification as a backup or when high volume arises.
  • Support annual open enrollment functions including planning, enrollment system testing, updating materials, attending enrollment meetings, performing audits, and providing customer service.
  • Process invoices for payment to vendors.
  • Support special projects i.e. benefit plan, program, and system implementations.
  • Serve as back-up to other benefit analysts.

To Qualify

The following minimum qualifications are required for this position:


  • Experience
    applying the principles, practices and techniques of employee benefit analysis and administration.
  • Knowledge of applicable State and Federal laws including but not limited to the Section 125, ACA, HIPAA, COBRA, FMLA and the ability to learn and apply City rules, policies, procedures, and collective bargaining agreements
  • Experience effectively learning and operating complex benefit administrative software, HRIS systems, and other computer equipment and software including Outlook, Word, Excel, PowerPoint, or other related experience.
  • Experience handling sensitive, complex and confidential benefit and human resource issues and employee situations.
  • Ability to facilitate benefits outreach and education to diverse stakeholders, including effectively presenting information to audiences of various sizes both virtually and in-person.
  • Ability to organize, prioritize, and manage multiple assignments in a fast-paced environment.

Although not required, you may have:

  • Notary Public Designation

  • Candidates who meet the minimum qualifications will be placed on the equally ranked eligible list.

  • Hiring bureau will review and select candidates to interview.
