job Overview :

The Bid Manager - Transportation Engineer will oversee the proposal preparation process, managing all stages from RFP review through to submission and post-tender responses. Acting as a technical expert, the successful candidate will ensure the proposal meets the highest standards.

Responsibilities :

• Manage the entire proposal preparation process, from RFP review to submission and post-tender responses until award.
• Review RFP documents, including technical, financial, and commercial requirements, and prepare tender queries as necessary.
• Collaborate with bid engineers to develop the Table of Contents (TOC) and lead proposal kick-off meetings to discuss client requirements, assign tasks, and communicate schedules.
• Develop a risk register and propose mitigation strategies while coordinating with Area, Market, and Communication resources for effective proposal strategies.
• Select CVs, prepare organizational charts, and monitor contributions to technical proposals (executive summary, project understanding, methodology, project schedule, etc.) to ensure content and tone alignment.
• Manage procurement activities for subconsultants and subcontractors, developing level of effort calculations and analyzing against financial benchmarks.
• Review draft and final proposal deliverables, leading milestone meetings for strategy, technical, financial, and quality reviews.
• Ensure all bid activities meet the highest quality standards in line with established policies and procedures, setting deadlines and monitoring preparation efforts.
• Ensure timely delivery of final bid documentation to Management & Communications (M&C) and prepare proposal presentations to clients.
• Conduct lessons-learned sessions post-submission to identify improvement areas and brainstorm solutions.
• Provide transportation input for colleagues on other proposals and mentor less experienced or newly joined team members.
• Fulfill additional responsibilities as instructed by Line Management within specified timeframes.

Requirements :

• Bachelor’s or master’s degree in Transportation, Civil Engineering, or a related field.
• Over 10 years of relevant work experience in Transport and Roads Design, including road networks, highways, interchanges, and major master planning and infrastructure projects.
• Experience in interfacing with infrastructure and utilities networks.
• Proven ability to collaborate with subconsultants, prepare scopes of services, and evaluate quotations.
• Knowledge of traffic studies and road safety.
• Preferably experienced in airport design.
