A Turnkey Project Billing Engineer is responsible for managing all financial and contractual aspects of a project by preparing and submitting bills, verifying work quantities, tracking project expenses, and ensuring compliance with contract terms. Key duties include analyzing bills of quantities (BOQ), coordinating with clients and site engineers to verify work done, preparing running account (RA) bills and subcontractor bills, reconciling material usage, and maintaining accurate financial records for timely payment processing and project completion. Key Responsibilities
- Bill Preparation: Draft and submit accurate Running Account (RA) bills and subcontractor bills based on site measurements and work orders.
- Quantity Verification: Analyze drawings and Bill of Quantities (BOQ); visit sites to verify actual work done against planned quantities.
- Contract Management: Understand and ensure compliance with contract terms and billing schedules.
- Cost Control: Monitor project expenses and ensure that billing aligns with the overall project budget and contract.
- Material Reconciliation: Prepare material reconciliation statements to accurately reflect work done and flag any material excesses.
- Coordination: Collaborate with clients, site engineers, project managers, and internal teams to gather necessary information and resolve discrepancies.
- Documentation: Maintain comprehensive records of all billing activities, site reports, and certified documents for audits and project handover.
- Certification & Submission: Submit bills to the client on time and follow up for certification, ensuring timely payment processing.
Required Skills & Qualifications
- Education: A Bachelor's degree in Civil Engineering or a related field.
- Technical Skills: Proficiency in Microsoft Excel, understanding of billing software, and familiarity with construction industry standards.
- Domain Knowledge: Knowledge of estimation, costing, Bar Bending Schedules (BBS), and rate analysis.
- Analytical Skills: Strong ability to analyze data, verify quantities, and control project costs.
- Communication & Collaboration: Effective communication skills to coordinate with various stakeholders and work collaboratively within cross-functional teams.
- Attention to Detail: Meticulous attention to detail to ensure accuracy in billing documents and financial records.
