Job Title: Finance Officer Trainee/Administrative Assistant

Location: Dare County ABC Board, Manteo, N.C.

Salary Range: $50,000 - $57,000

Salary is negotiable within the range based on education, experience, and other qualifications.

Reports to: General Manager and Chief Financial Officer

Job Summary: Under general supervision, performs professional and technical duties in organizing, forecasting, and directing the accounting, financial, and informational data of the Dare County ABC Board; as well as performing responsible administrative and clerical functions for the Board.

Primary Tasks:

· Follows guidelines and duties as outlined in NCGS 18B-702 (Financial Operations of Local Boards) and 15A Section .900 (Fiscal Rules for Local ABC Boards).

· Manages disbursement of funds in accordance with North Carolina laws and rules.

· Reconciles all bank statements.

· Prepares quarterly and yearly reports of earnings and deductions for Federal, State, and local agencies.

· Produces monthly, quarterly, and annual reports.

· Maintains and reconciles bank balances, credit and debit transactions, and transfer funds to the main operating account as necessary.

· Process payroll including applicable earnings and deduction reporting.

· Assists Chief Financial Officer and General Manager in preparing the annual budget.

· Receives, screens, and routes telephone communications to the appropriate staff member.

· Respond to Human Resource related inquiries from associates or benefit providers.

· Assist in hiring process through pre-employment screening and new hire paperwork.

· Maintain records of personnel data including pay rates, personal information, separations, and leave.

· Performs other duties as required by law, the Board, the CFO, the General Manager, or by rules and regulations of the N.C. ABC Commission.

Minimum Qualifications:

· High school diploma.

· Prior knowledge of ABC Board operations or Local Government experience is desired, but not required.

· Graduation from an accredited college or university with a degree in Finance, Accounting or Business Management; or equivalent experience and knowledge in Finance, Accounting, Business Management, or related field preferred.

· Must possess a valid Driver’s License.

Knowledge, Skills, and Abilities:

· Knowledge of principles and processes for human resources and benefit administration.

· Knowledge of generally accepted accounting principles.

· Ability to add, subtract, multiply, and divide all units of measure.

· Ability to express oneself clearly and concisely both orally and in writing.

· Computer proficiency in Microsoft Windows, Word, Excel, and Outlook.

· Ability to establish and maintain effective working relationships with other employees, the Board, the general public, and various groups and agencies.

· Ability to draft reports, business correspondence, and procedure manuals.

· Ability to prepare informative financial reports.

· Ability to multitask.

Working Conditions:

· Must possess the visual acuity to prepare and analyze data, visually inspect, use measuring devices, and read extensively.

· Must be able to perform all basic life operational functions of grasping, talking, hearing, repetitive motions, and balancing.

· Employee is exposed to indoor environmental conditions.

Job Context:

· The normal work schedule is a 40-hour work week, Monday through Friday 8am-4pm.
