This position may be eligible for a statutory $1.00 an hour base pay increase effective on July 1, 2026.

  • This position may be covered by a Voluntary Employee Beneficiary Association (VEBA)

JOB DUTIES:

As a Budget Analyst 3, you will:

  • Budget Development & Oversight
    Develop and manage operating budgets; establish and maintain task profiles, standard budgets, and speed charts; monitor appropriations, fund balances, and personal services expenditures including vacancy savings.
  • Financial Reporting & Forecasting
    Complete monthly budget status reports, conduct revenue and expenditure projections, and reconcile FTEs to ensure accurate staffing and budget alignment.
  • Data Analysis & Visualization
    Gather, evaluate, and analyze budgetary data to support decision-making; analyze work products and recommend actions to support business objectives.
  • Stakeholder Collaboration & Consultation
    Serve as a liaison on budgetary matters with department divisions and the Governor’s Office of Budget and Program Planning; act as a budget consultant to internal stakeholders.
  • Grant & Contract Management
    Provide budgetary review and oversight on department grants; review, track, and verify grants and contracts to ensure compliance for all assigned programs.
  • Legislative & Executive Support
    Assist with the Executive Planning Process, prepare legislative fiscal notes, and manage legislative requests using the State’s budgeting system.
  • Transaction Processing & Compliance
    Process budget change documents, review expenditures for appropriateness, and reconcile financial data to maintain compliance and accuracy.


KNOWLEDGE, SKILLS AND ABILITIES:

  • Utilization of State Accounting Budgeting and Human Resources System (SABHRS).\
  • Utilization of Internet Budget and Reporting System (IBARS).
  • Office of Budget and Program Planning fiscal note process.
  • Cost principles in determining personal services and operations.
  • Organization and time management
  • Forecasting and trending revenues and expenditures


Ability to:

  • Organize, prioritize and plan workload accordingly.
  • Establish and maintain positive working relationships.
  • Apply a high degree of analytical skills
  • Identify and resolve problems appropriately within the areas of responsibility
  • Demonstrate accuracy and thoroughness by monitoring work to ensure high-quality output, while maintaining integrity and meeting deadlines—even under stressful conditions.


MINIMUM QUALIFICATIONS

Candidates with a strong mix of the attributes listed in the above Knowledge, Skills and Abilities (KSAs) in the fields of accounting, finance, business administration, economics, math or a closely related field are desired. Candidates may demonstrate competency in the KSAs through at least seven years’ directly related experience, formal education (including certificates, credentials, or degree-based programs), or a combination of both.

Preferred:

  • Experience with legislative budgeting and state government is preferred
  • Experience with SABHRS and IBARS is preferred

Salary: $ 35.50 - 37.90 Hourly
