Job Summary
The Business Analysis Manager will serve as a strategic advisor to the CEO, leading enterprise-wide financial and operational performance analysis across Infrastructure, EPC, and Utilities business units. The role is responsible for translating complex project and commercial data into executive insights that drive profitability, operational excellence, and sustainable growth aligned with Saudi Vision 2030 objectives.
This position oversees budgeting, forecasting, capital allocation, performance governance, and strategic planning initiatives within a high-CAPEX, multi-project environment. The ideal candidate combines strong engineering foundations with advanced financial acumen, governance mindset, and executive presence suitable for a fast-paced giga-project landscape.

Main Duties & Responsibilities
:

Lead enterprise-wide financial and operational performance analysis across Infrastructure, EPC, and Utilities business units, providing strategic insights directly to the CEO to support growth, diversification, and market positioning across KSA and GCC.

Oversee budgeting, forecasting, capital allocation, and long-term financial planning, including advanced financial modeling (CAPEX/OPEX, margin analysis, cash flow optimization, working capital management) and scenario analysis to support executive decision-making.

Develop and institutionalize executive dashboards and governance frameworks covering revenue, profitability, backlog, cost control, project delivery performance, claims exposure, and asset utilization to enhance transparency and accountability.

Conduct in-depth project lifecycle performance reviews, identifying commercial risks, cost overruns, operational inefficiencies, and margin erosion, while recommending data-driven corrective actions.

Analyze tender strategies, bid pricing models, and win/loss ratios to strengthen competitiveness within government and giga-project environments aligned with Vision 2030 objectives.

Collaborate cross-functionally with Finance, Engineering, Procurement, and Project Controls to enhance cost governance, operational efficiency, and performance optimization across multi-project portfolios.

Evaluate capital investment proposals and resource utilization strategies to ensure sustainable profitability and disciplined growth in high-CAPEX environments.

Ensure adherence to regulatory frameworks, public-sector procurement standards, and stakeholder requirements within Saudi infrastructure markets.

Drive continuous improvement initiatives through business intelligence, ERP integration, and data governance enhancements to support enterprise-level performance management.

Demonstrate strong executive presence, integrity, and discretion while advising C-level leadership in fast-paced, transformation-driven environments.
Requirements

Bachelor’s degree in Accounting/Finance is mandatory.

Master’s degree in Engineering Management, MBA, or Finance is highly preferred.

Professional certifications such as CMA, CFA, or equivalent are an advantage.

10+ years of experience in Infrastructure, EPC, Utilities, or large-scale industrial projects, with at least 5 years in a managerial or strategic analysis role.

Proven exposure to mega-project environments within Saudi Arabia or GCC, preferably aligned with Vision 2030 initiatives.

Demonstrated experience supporting executive leadership with performance analytics, budgeting, forecasting, and strategic decision support.

Strong background in project cost control, contract performance monitoring, and operational efficiency improvement.

Experience working in multi-project environments with high CAPEX portfolios.
