Role Overview
The Senior IT Business Analyst supports the analysis, design, and enhancement of data‑driven software applications and enterprise systems. This role works closely with technical teams and business stakeholders to define requirements, translate business needs into technical specifications, and ensure solutions align with organizational objectives. The position is involved across the full software development lifecycle and may provide technical leadership on assigned initiatives.
Key Responsibilities
Business Analysis & Requirements Management
  • Define, analyze, and document business and stakeholder needs
  • Elicit, validate, and manage functional and non‑functional system requirements
  • Prepare software design specifications based on business and system analysis
  • Support enhancement and maintenance activities for existing business applications
Application Design, Testing & Quality Assurance
  • Assist in defining project objectives, deliverables, and technical specifications
  • Design, execute, and monitor software performance and acceptance testing
  • Develop acceptance test plans to validate functional and technical requirements
  • Identify defects, performance gaps, and opportunities for system improvement
Data, Systems & Technical Solutions
  • Analyze and design systems involving relational databases and data‑driven applications
  • Research and recommend appropriate technical solutions to meet business requirements
  • Support the design and development of RESTful APIs using .NET Core
  • Apply knowledge of information security best practices for web applications and databases
Collaboration & Delivery Support
  • Liaise with developers, database administrators, system analysts, network teams, and business owners
  • Support issue resolution and troubleshooting for application and system defects
  • Coordinate work activities across project teams as a technical lead when required
  • Contribute to project planning, status updates, and delivery timelines
Documentation & Continuous Improvement
  • Develop and maintain technical documentation, specifications, and reports
  • Communicate technical information clearly to technical and non‑technical audiences
  • Maintain current knowledge of tools, platforms, and development methodologies
Required Qualifications
  • Bachelor’s degree from an accredited college or university in Computer Science, Management Information Systems, or a related field
  • 10 or more years of experience as an IT Business Analyst supporting the full software development lifecycle
  • Strong knowledge of business process engineering and system design principles
  • Experience with relational database design and development using SQL Server, Oracle, or similar platforms
  • Proficiency with database developer tools such as SQL Management Studio, TOAD, or Microsoft Access
  • Experience developing or supporting reports using SSRS, Crystal Reports, Access, or Microsoft Excel
  • Experience designing and developing RESTful APIs using .NET Core
  • Proficiency with Microsoft Office and collaboration tools including Excel, Word, PowerPoint, Project, SharePoint, Visio, and Teams
  • Strong analytical, problem‑solving, and documentation skills
  • Excellent written and verbal communication skills
Preferred Qualifications
  • Experience supporting public sector or state government organizations
  • Experience in project management or supporting formal project delivery frameworks
  • Experience acting as a technical or functional team lead on complex initiatives
