Business Development Manager - Infrastructure & Utilities (Oman / Middle East)

What will you do

Haskoning is seeking an experienced and commercially driven Business Development Manager to support our growth ambitions in Oman, with a focus on infrastructure and utilities sectors and selective engagement across the wider Middle East.

The role is anchored within the Oman business and reports into the Country Director, working closely with regional leadership and technical teams. The position sits at the centre of our work-winning activities, responsible for developing pipeline, strengthening client relationships, and driving conversion of opportunities into secured projects.

Key responsibilities

Identify and develop business opportunities across infrastructure and utilities sectors, including transport, urban development, water, and related advisory services, ensuring alignment with business priorities and growth targets.

Build and maintain strong relationships with key clients, government entities, and partners in Oman, positioning Haskoning early in the opportunity lifecycle and maintaining visibility of upcoming projects.

Develop, manage, and maintain a qualified pipeline of opportunities, ensuring accurate tracking, prioritisation, and regular reporting of progress and conversion potential.

Lead Go/No-Go decision processes in coordination with technical, commercial, and regional teams, ensuring opportunities pursued are aligned with strategy and capacity.

Drive the conversion of opportunities into secured work by developing win strategies, coordinating client engagement, and ensuring clear positioning and differentiation.

Support and guide the preparation of proposals by working closely with bid teams and technical leads, ensuring submissions are client-focused, competitive, and aligned with win themes.

Act as a key account manager for selected strategic clients, identifying repeat business opportunities and strengthening long-term relationships.

Collaborate with Middle East and global teams to leverage expertise, share leads, and pursue opportunities jointly, particularly supporting activities in Saudi Arabia and adjacent markets.

Maintain strong market awareness by tracking sector developments, competitor activity, and client priorities, and translating insights into actionable business development strategies.

What you bring

Criteria for the role

Essential

Minimum 10 years of relevant experience in business development, commercial, or client-facing roles within engineering consultancy, infrastructure, or utilities sectors.

Proven track record of winning work and developing client relationships, with the ability to demonstrate contribution to revenue growth.

Strong understanding of the Oman market, including familiarity with key clients, stakeholders, and procurement processes.

Demonstrated ability to manage a pipeline of opportunities, prioritise effectively, and drive conversion from lead to award.

Strong communication and stakeholder management skills, with the ability to engage confidently with clients, partners, and internal teams.

Qualifications

Degree in Engineering, Business, Economics, or a related discipline.

Preferred

Experience working across the Middle East region, particularly exposure to Saudi Arabia or UAE markets.

Existing network of clients, stakeholders, or partners within Oman infrastructure and utilities sectors.

Arabic language capability is an advantage but not essential.
