We are looking for a Business Development Manager — Offshore Energy to lead growth of Front End's offshore energy portfolio in Saudi Arabia. The role sits within the Energy business unit with a primary mandate to capture Saudi Aramco's Offshore Maintain Potential Program (MPP) scopes and a secondary mandate covering offshore and marine programs of the Ministry of Transport and Logistic Services and Mawani.
The successful candidate will own the full BD cycle: market intelligence, client engagement, opportunity qualification, proposal leadership, commercial negotiation, and contract handover — converting Front End's exclusive partnerships (notably with Acteon) into pre-qualifications, Long Term Agreements (LTAs), and awarded scopes.

Build and execute a dedicated capture plan targeting Aramco's Offshore MPP work scopes: platform tie-ins, jackets and decks, MOPU installations, subsea pipeline replacements, brownfield modifications, and platform life-extension campaigns

Map MPP stakeholders across Aramco's Offshore Projects Department, Northern Area Oil Operations (NAOO), Upstream Engineering Services, Marine Department, and Procurement & Supply Chain Management (P&SCM); build sustained relationships at decision-making levels

Track MPP package releases, EPCI tender cycles, and IKTVA expectations; position Front End and alliance partners for prequalification (9COM, SAP Ariba), technical evaluation, and award

Lead pursuit strategy for Long Term Agreements (LTAs) and call-off scopes under Aramco's offshore framework contracts — survey, positioning, mooring, foundations, inspection, IRM, and decommissioning services

Drive business development across Mawani-led offshore and nearshore programs: port expansions, marine infrastructure upgrades, dredging support, hydrographic and geophysical surveys, mooring systems, quay-wall and breakwater works, and offshore aids-to-navigation

Engage the Ministry of Transport and Logistic Services on national maritime initiatives aligned with the National Transport and Logistics Strategy (NTLS) and Saudi Vision 2030

Pursue framework agreements, LTAs, and project-specific tenders issued by Mawani and its operating partners (Bahri, NSCSA, port operators, terminal concessionaires)

Own the offshore opportunity pipeline in CRM; forecast bookings, revenue, and gross margin by program (Aramco MPP, Mawani, MoT, IOCs)

Lead bid strategy, win themes, pricing posture, and risk allocation with Operations, Engineering, Finance, and Legal

Manage proposal development with Front End's proposals team and alliance partners to deliver compliant, competitive submissions

Negotiate LTAs, master service agreements, and call-off contracts; ensure smooth handover to Project Delivery

Maintain a structured view of Saudi Arabia's offshore market — Aramco offshore CAPEX/OPEX, Mawani port master plan, Red Sea and NEOM coastal developments

Monitor competitor activity (Saipem, McDermott, NPCC, Lamprell, L&T, Subsea7, local EPCs) and feed insights into positioning and pricing strategy

Identify white-space opportunities for new alliances, technology transfer, and localization that strengthen IKTVA scores

Act as Front End's primary commercial interface with offshore alliance partners; coordinate joint pursuits, technical workshops, and client visits

Represent Front End at key events (ADIPEC, Saudi Maritime Congress, Aramco supplier forums, Mawani industry days)

Bachelor's degree in Engineering (Mechanical, Petroleum, Marine, Civil/Structural, or Subsea), Geoscience, or related technical discipline; MBA is a plus

8–12 years of business development or commercial experience in offshore oil & gas or marine sector, with at least 4 years selling into Saudi Arabia

Demonstrated success closing offshore scopes with Saudi Aramco and/or Mawani / MoT, evidenced by named awards, LTAs, or framework agreements

Strong working knowledge of Aramco's prequalification process (9COM, SAP Ariba, IKTVA), contracting strategies, and offshore technical standards (SAES, SAEP, SAMSS)

Familiarity with Mawani tendering and Ministry of Transport procurement processes

Hands-on experience leading complex offshore proposals (EPCI, IRM, survey, mooring, foundations, decommissioning) typically above USD 10 million

Commercial acumen across pricing, contract terms (FIDIC, LOGIC, bespoke Aramco/Mawani forms), risk allocation, and consortium structuring

Fluent English required; professional working Arabic strongly preferred

Based in or willing to relocate to the Eastern Province (Al Khobar / Dhahran)
