Job Title: Business Development Specialist

Company: HAD – Communications and Information Technology

Job Summary:

Lead the company’s efforts to identify new opportunities and drive business growth through analyzing tenders, preparing proposals, and coordinating with governmental and private entities, with a focus on Etimad platform and related competitions, contributing to HAD’s growth and market share.

Key Responsibilities:

1. Tender Management and Analysis:

o Monitor all tenders published on Etimad and other government platforms.

o Analyze tender requirements to ensure alignment with HAD’s capabilities.

o Prepare timelines and plans for submitting proposals and ensure deadlines are met.

2. Proposal Preparation and Submission:

o Prepare technical and financial documents required for tenders and bids.

o Coordinate with internal departments (engineering, finance, marketing) to gather necessary data.

o Review proposals to ensure all requirements and standards are met.

3. Business Development Strategy:

o Research new growth opportunities in both governmental and private sectors.

o Provide recommendations to improve chances of winning future tenders.

o Develop tools and processes to evaluate competition and monitor the market.

4. Relationship Management and Communication:

o Build strong relationships with clients and governmental entities to understand market needs.

o Follow up on client inquiries and tenders, providing guidance to internal teams.

5. Reporting and Analysis:

o Prepare periodic reports on tender performance and outcomes.

o Track key performance indicators and measure success of implemented strategies.

o Document all stages of tenders to ensure transparency and ease of review.

6. Technical Follow-up:

o Stay familiar with government procurement systems, particularly the Etimad platform.

o Keep updated on regulations and changes related to tenders.

o Participate in developing technical solutions to support business development processes.

Qualifications and Experience:

· Bachelor’s degree in Business Administration, Marketing, Information Systems, or a related field.

· 2–4 years of practical experience in business development or tender management.

· Excellent knowledge of the Etimad platform and government procurement systems.

· Strong skills in analysis, research, presentation, and negotiation.

· Ability to work under pressure and meet deadlines.

· Proficiency in Microsoft Office (Word, Excel, PowerPoint).

· Strong reporting, communication, and relationship-building skills.

· English proficiency (written and spoken) is an advantage.

  • · Professional Certification (preferred): It is recommended to have a professional certification such as CBAP (Certified Business Analysis Professional) or CBDP (Certified Business Development Professional).
