This role manages a small team and vendor partners to deliver accurate, timely, and actionable insights that advance safety, reliability, customer experience, and fiscal stewardship.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Performance, KPIs, and Insights

Stand up and run the “Stat” review program (agendas, pre-reads, follow-ups) that drives accountability and closes the loop on actions.
-
Publish and maintain an enterprise KPI catalog with definitions, targets, owners, and data lineage.
-
Own executive/Board dashboards and the GRTC Performance Report; ensure clarity, accuracy, accessibility, and strong data storytelling.
-
Translate leadership questions into metrics, analyses, and visualizations; brief findings to executives and cross-functional teams.
-
Lead ad-hoc research and benchmarking; quantify benefits, risks, and tradeoffs to support operational and strategic decisions.
-
Align KPI methods to applicable guidance (e.g., FTA TAM), maintain benchmarking participation, and ensure accurate external submissions.
Data Platform and Warehousing
-
Co-develop the enterprise data & analytics roadmap with IT; define the migration path toward Microsoft Fabric over the coming year(s), including evaluations and small pilots.
-
Manage dimensional models and shared datasets; ensure consistent definitions and solid performance on the current stack (e.g., SQL Server/Azure SQL, Synapse/Databricks, or equivalent).
-
Standardize ingestion/ELT patterns from core systems (ERP, HRIS, operations/ITS, maintenance, finance, customer experience); document lineage, refresh cadences, and owners.
-
Establish pragmatic data quality checks (validation rules, issue tracking) and refresh monitoring; coordinate remediation with data/system owners.
-
Implement lightweight governance, including naming conventions, change control for datasets/reports, and periodic access reviews aligned with the principle of least privilege, and coordinate security with IT.
-
Promote Power BI and semantic model best practices; choose Import/DirectQuery patterns that are fit for purpose today, and plan for DirectQuery as Fabric adoption matures.
-
Maintain a concise data catalog and documentation, and define clear stewardship roles and responsibilities.
-
Partner with IT to introduce version control and simple deployment practices tailored to our scale; monitor key cost/performance KPIs and recommend improvements for right-sizing and scheduling.
EDUCATION / KNOWLEDGE / EXPERIENCE:
-
Bachelor’s degree in Analytics, Statistics, Information Systems, Public Policy, Engineering, Finance, or related field (Master’s preferred).
-
5+ years in performance management, BI/analytics, or operations research; 2+ years leading analysts or cross-functional initiatives.
-
Hands-on proficiency with SQL and a modern BI tool (e.g., Power BI); strong data modeling, validation, and data storytelling.
-
Demonstrated ability to run a performance cadence and convert strategy into measurable KPIs and outcomes.
-
Experience delivering analytics on a modern cloud data platform (e.g., Azure Synapse/Databricks/SQL + Power BI); exposure to Microsoft Fabric or leading a platform migration is a plus.
PREFERRED QUALIFICATIONS:
-
Transit/public sector or asset-intensive operations experience.
-
Familiarity with FTA TAM, risk frameworks, and benchmarking consortia.
-
Experience defining BI/IT requirements, release testing, and platform governance with IT partners.
-
Familiarity with Azure analytics services and Power BI; awareness of Microsoft Fabric concepts (OneLake, Lakehouse/Warehouse, Data Factory) is a plus.
