Business Process Analyst 3

What You'll Do:

This position serves as a lead business analyst for the Office of Information Technology (OIT) Enterprise Shared Solutions (ESS) eLicense Professional Licensure Service (eLicense Ohio) service & teams. Requires extensive knowledge of information technology, business systems analysis & design, requirements analysis. Extensive knowledge of the boards & commissions, professional & occupational licensing, li-censure processes is preferred but not required. This position is a lead worker who may also be responsible for delegating & overseeing the activities of peer & lower-level Business Process Analysts, contract Business Analysts & other staff assigned to the service areas & operations.


Job duties include:

Independently working &/or leading a team of peer & lower-level Business Process Analysts, contract Business Analysts, or other staff:


Capture, Document & Analyze Requirements:
Gathers & analyzes information from stakeholders, business owners, customers, & management for implementation of eLicense Ohio &/or other IT solutions as needed. Identifies, documents, & analyzes business requirements. Creates business process flows & flowcharts. Reviews & analyzes technical solutions (functional & technical design documents) for business fit. Prepares &/or reviews final requirements documentation for System Integrator &/or Managed Services Provider developers.


Enhancement & Incident Prioritization:
Validates completeness & accuracy of tickets, gathering relevant facts & details to triage & prioritize customer enhancement & incident tickets. Reviews & categorizes tickets as incident or enhancement & provides evidence to support categorization as needed.

Customer & User Engagement: Establishes & maintains effective working relationships with licensing agencies, boards, & commissions utilizing the solutions; considers, evaluates, & provides advice to users regarding options, cost, feasibility, & time to completion for solution enhancements &/or projects. Provides support & training to new & existing customer agency users. Conducts demonstrations for current & prospective customers & stakeholders.


Release Management & Coordination:
Coordinates release activities with stakeholders, management & operations team. Coordinates stake-holder acceptance testing, managing stakeholder expectations, setting schedules, documenting & communicating results to ensure successful releases. Creates test plans & executes test cases & documents & communicates results. Interacts with stakeholders to assess feedback & measure the acceptance of delivered solutions.


Administrative & Other Functions:
Performs administrative functions including but not limited to planning, scheduling, & reporting on projects & activities for the service areas. Follows & researches pro-posed legislation to assess & determine potential impacts. Identifies opportunities for Enterprise Shared Solutions (ESS) to align & add value to DAS solutions, services, & operations. Solicits & coordinates with team members & stakeholders to develop service strategy & plans for current & future functionality. Other administrative functions as needed.

Qualifications
60 mos. combined work experience in any combination of the following: leading analysts and analyzing business operations to determine areas to implement solutions through the use of information technology and reducing overall costs and/or providing efficiencies.

  • Or completion of associate core program in computer science, information systems, or business administration; 42 mos. combined work experience in any combination of the following: leading analysts and analyzing business operations to determine areas to implement solutions through the use of information technology and reducing overall costs and/or providing efficiencies.

  • Or completion of undergraduate core program in computer science, information systems, or business administration; 36 mos. combined work experience in any combination of the following: leading analysts and analyzing business operations to determine areas to implement solutions through the use of information technology and reducing overall costs and/or providing efficiencies.

  • Or equivalent of minimum class qualifications for employment noted above.
