The Business Technology Analyst will support the design, management, and improvement of data systems, reporting processes, and technology solutions for federally funded workforce programs, including Wagner-Peyser and WIOA. This role maintains the agency’s web presence and databases, assists with website development and content management, and develops data visualizations to enhance understanding of program outcomes. The position also ensures accurate data collection, secure storage, and effective information sharing to support program monitoring, performance management, training, and federal reporting.
The Office of Workforce Development (OWD) is a key division of Louisiana Works managing programs in workforce training, job placement, apprenticeships, and business engagement. Through collaboration with local boards, educational institutions, and industry partners, OWD aims to improve economic mobility for job seekers and ensure Louisiana employers have the skilled talent they need, contributing to the state’s economic growth.

AN IDEAL CANDIDATE WILL POSSESS THE FOLLOWING COMPETENCIES:

Minimum Qualifications

Three years of experience in information technology, project management or business analysis; OR

Six years of full-time work experience in any field plus one year of experience in information technology, project management or business analysis; OR

An associate’s degree in information technology plus one year of experience in information technology, project management or business analysis; OR

A bachelor’s degree plus one year of experience in information technology, project management or business analysis; OR

A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field; OR

A master’s degree.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information

Job Details:

  • Design, develop, and maintain data reporting tools and dashboards that support program management, monitoring and performance evaluation.
  • Develop statistical reports and analytical summaries in response to executive leadership requests and program monitoring needs.
  • Collaborate with technical staff and program leadership to enhance digital access to workforce data and improve user experience.
  • Facilitate the identification and sharing of best practices across workforce programs and service locations to improve integration of services within the workforce development system.
  • Coordinate the submission of required federal and state reports, ensuring accuracy, completeness and timeliness.
