PRIMARY PURPOSE:

Perform professional work in the acquisition of supplies, equipment and services using approved purchasing methods; and assist in the management and administration of all automated procurement systems (including SunGard, Skyward, and IonWave), and contractual agreements to maximize availability of resources to provide equitable learning opportunities for all students.

QUALIFICATIONS:

Education/Certification:

Bachelor’s Degree, preferred.

Special Knowledge/Skills:

Demonstrated knowledge of purchasing methods and procedures, purchasing sources, prices, market factors, product characteristics, general and technical specifications, departmental policies, and procedures; and of laws controlling governmental /educational purchasing operations

Specialized training in procurements, preferred.

Computer literate, Microsoft Word, Access, Excel software experience, required.

Experience:

One (1) year in a procurement position in a public entity, preferred.

Working Days: 226

Daily Rate pay range:

Minimum: $ 208.75

Maximum: $ 291.25

Note: Starting pay for a new hire in a pay range plan will be determined individually based on each person's job-related experience and salaries paid to peer employees in the same position with similar experience.

MAJOR RESPONSIBILITIES AND DUTIES/ESSENTIAL FUNCTIONS:

  • Assist and make recommendations to the Purchasing Clerks based on purchase requisitions approvals.
  • Review purchase requisitions daily and approve those in compliance with local, state, and federal law, policies, and procedures.
  • Process requests for purchases from the Cooperatives.
  • Assist in coordinating the use of the District’s Interlocal Cooperative Agreements.
  • Administer and maintain the District’s automated procurement system.
  • Update and disseminate information on approved vendors for use by District staff, as necessary.
  • Assist in the development and management of contracts, as necessary.
  • Request and review certificates of insurance pertaining to contractual agreements.
  • Assist Senior Buyers as needed to prepare bidding documents to include bid ads, bid invitations, general terms and conditions, vendor lists, bid files, invitation to bid documents within required timelines, under general direction and supervision.
  • Research, develop, and modify specifications for goods and services under general direction and supervision, as necessary.
  • Receive, evaluate, and tabulate bid submittals in an accurate and timely manner, under general direction and supervision, as necessary.
  • Collaborate with User Departments/Campuses in the development of specifications, reviewing tabulations and analyses of bids to determine the best value, under general direction and supervision, as necessary.
  • Prepare recommendations for presentation to the Board of Trustees, under general direction and supervision.
  • Prepare correspondence and memoranda regarding the bidding process such as Reminders of Renewals, Request for Review memos, Notice of Award letters/memos under general direction and supervision, as necessary.
  • Communicate effectively with District Staff, vendors, and the public on matters relating to bids, contracts, and purchases, under general direction and supervision, as necessary.
  • Serve as liaison between Purchasing Services and departments in the establishment and clarification of purchasing procedures, policies, and regulations, under general direction and supervision.
  • Prepare and maintain accurate records and documentation for purchasing activities regarding the bidding process, under general direction and supervision, as necessary.
  • Maintain a high level of ethical behavior and confidentiality of information.
  • Exercise judgment within established federal, state, and district purchasing procedures under general direction and supervision.
  • Follow McAllen ISD customer service standards.
