Job Description:

The Chief Human Resources Officer (CHRO) is a pivotal executive leadership role entrusted with the responsibility of driving the overall HR strategy, ensuring alignment with the organization’s mission, values, and goals. This role requires a visionary leader who possesses comprehensive knowledge and a broad experience spectrum across diverse HR functions such as HR operations, organizational development, rewards, talent management, workforce planning, and HR strategy. The CHRO will be expected to provide strategic direction and oversight in managing the HR departments, particularly within government or semi-government contexts, facilitating organizational transformation and restructuring initiatives. A key focus will be on compliance with local labor laws and implementing governance frameworks unique to the Kingdom of Saudi Arabia (KSA). The CHRO will serve as a strategic advisor to the executive leadership team, offering insights derived from data-driven analytics to enhance workforce performance and engagement while championing a culture of diversity, equity, and inclusion.

Job Requirements:

  • A minimum of 15 years of diverse HR experience, with a focus on various HR functions including operations, talent management, and strategic HR planning.
  • Proven track record of at least five years in a leadership or managerial position, overseeing complex HR functions and leading HR teams.
  • Significant experience working within government or semi-government organizations, with demonstrable contributions to either the establishment or transformation of such entities.
  • In-depth knowledge of KSA labor law along with experience in developing and enforcing HR governance frameworks compliant with local regulations.
  • A strong background in organizational transformation or restructuring processes, showcasing the ability to lead change through complex HR initiatives.
  • Exceptional communication skills, with demonstrated ability to engage stakeholders at all levels and drive consensus across diverse groups.
  • Proven experience acting as a strategic advisor to executive leadership, utilizing data-driven insights to enhance HR initiatives and organizational performance.

Job Responsibilities:

  • Develop and execute a comprehensive HR strategy that aligns with organizational objectives while fostering a supportive and high-performing workplace culture.
  • Lead the HR team in delivering strategic HR initiatives that address workforce planning, talent management, and employee engagement across government settings.
  • Serve as a strategic partner to executive leadership, providing counsel on human capital trends, organizational design, and workforce analytics.
  • Oversee the design and implementation of HR policies and programs that comply with KSA labor laws and promote best practices in HR governance.
  • Initiate and manage organizational transformation and restructuring efforts, ensuring effective change management practices that minimize disruptions and enhance employee experience.
  • Foster a diverse and inclusive workplace by promoting equitable talent acquisition, development, and retention strategies.
  • Enhance stakeholder relationships by effectively communicating HR initiatives and programs, ensuring alignment with organizational goals and building trust within the organization.
  • Collaborate with senior leadership to assess and uplift workforce capabilities, ensuring a progressive talent management cycle that includes recruitment, performance management, and career development processes.
