JOB OVERVIEW

The Vice President & Chief Information Officer (CIO) provides executive leadership and strategic direction for the Communication Information System (CIS) which includes Information Technology (IT), Applications, and Telecommunications functions. The CIO is responsible for aligning technology strategy with the organization’s mission, vision, and business objectives to ensure secure, efficient, and innovative delivery of clinical, financial, and operational information systems. This role oversees enterprise-wide technology planning, cybersecurity, regulatory compliance, infrastructure management, and the development of integrated information systems that enhance patient care, operational performance, and financial sustainability. The CIO provides strategic recommendations to executive leadership using data to support decision making and investments in technology. All work is performed in an ethical, compliant manner consistent with Madonna’s core values, policies, and healthcare regulations.

ESSENTIAL FUNCTIONS

1. Executive Leadership & Strategy

  • Develop and execute a comprehensive, long-range CIS strategy, aligning technology investments with Madonna strategic initiatives and financial goals.
  • Serve as primary interface with the leadership of contracted partners providing IT services to Madonna, ensuring services are aligned with CIS strategy and Madonna’s expectations.
  • Serve as a strategic advisor to the CEO, executive leadership, and board of directors on technology innovation, risk, and investment priorities.
  • Lead the development of integrated clinical and financial information systems.
  • Evaluate emerging technologies and industry trends to enhance operational efficiency and patient care.
  • Represent Madonna in professional, community, and healthcare industry forums.

    2. Information Systems & Infrastructure Management
  • Provide executive oversight of CIS operations inclusive of IT services provided by contracted partners.
  • Ensure reliable, secure, and efficient system performance across all platforms.
  • Maintain compliance with federal, state, accreditation, and regulatory requirements.
  • Oversee disaster recovery, business continuity, and system contingency planning.
  • Establish and maintain system standards, operational definitions, and service delivery benchmarks.

    3. Cybersecurity, Privacy & Risk Management
  • Develop and enforce enterprise-wide information security policies and governance frameworks.
  • Ensure protection of electronic protected health information and compliance with HIPAA security rule and other regulatory standards.
  • Establish access controls, internal controls, and monitoring systems to safeguard organizational data.
  • Promote organization-wide accountability for data security and confidentiality.
  • Lead risk assessments and implement mitigation strategies.

    4. Financial & Operational Stewardship
  • Develop and manage departmental operating and capital budgets.
  • Monitor productivity metrics and service performance indicators.
  • Implement cost-effective solutions while maintaining high-quality service delivery.
  • Maintain strong vendor partnerships and contract negotiations to optimize value and performance.

    5. Leadership, Supervision & Talent Development
  • Provide strategic and operational leadership, in collaboration with contracted partner, to ensure all personnel in IT, applications, and telecommunications teams operate in alignment with Madonna’s core values, mission, strategic initiatives, and annual goals.
  • Build, lead, and sustain high-performing, service-oriented teams by recruiting, developing, mentoring, and retaining skilled professionals, ensuring team members have the knowledge and resources to meet expectations; set clear expectations and hold staff accountable for results.
  • Establish performance goals, conduct regular performance evaluations, and implement development plans that support continuous learning, professional growth, accountability, and service excellence.
  • Foster a culture of collaboration across departments to support clinical and operational excellence and position Madonna for success with strategic initiatives and goals.

    6. Quality & Service
  • In collaboration with contracted partners, develop responsive systems for managing user requests and issue resolution.
  • Promote a culture of continuous quality improvement within CIS.
  • Monitor service levels and implement corrective actions when necessary.
  • Create and maintain effective communication channels with internal stakeholders.
  • Lead initiatives that enhance user experience, productivity, and efficiency.
  • Ensure adherence to all ethical, legal, regulatory, and organizational standards, including but not limited to, policies governing marketing and patient privacy (e.g., HIPAA).
  • Uphold and model Madonna Rehabilitation Hospital’s mission, values, and service excellence standards.

    QUALIFICATIONS

    Education & Certifications
  • Bachelor’s degree in Information Technology, Healthcare Informatics, Business Administration, or related field required. Master’s degree preferred.

    Experience
  • Minimum five (5) years of progressive experience in Information Technology.
  • Minimum three (3) years in a senior IT leadership or management role, preferably in healthcare.

    Skills & Competencies
  • Expertise in healthcare information systems, data and voice transmission, LAN/WAN, wireless technologies, and integrated enterprise systems.
  • Strong strategic planning and financial management skills.
  • Demonstrated leadership, organizational, and change management capabilities.
  • Knowledge of healthcare regulatory and privacy requirements.
  • Excellent analytical, communication, and interpersonal skills.
  • Proven ability to build vendor partnerships and lead cross-functional collaboration.

    PHYSICAL DEMANDS AND ENVIRONMENTAL CONDITIONS
  • Primarily sedentary work performed in an indoor office environment but must have ability to move throughout the facility as needed.
  • Requires prolonged periods of sitting and extended computer use.
  • Must have sufficient visual acuity to read printed materials and computer screens.
  • Must have adequate hearing and verbal communication ability to effectively interact in person and by telephone.
  • May require occasional bending, stooping, and lifting of materials or equipment up to 50 pounds.
  • Ability to manage multiple priorities in a fast-paced environment with competing deadlines.
  • Periodic extended work hours may be required to meet organizational needs.
