Position Overview:

The Department of Juvenile Justice is seeking a Labor Relations Administrator to oversee and direct total function of all labor relations functions statewide for the agency. The incumbent in this position will possess above-average communication skills and be confident in acting as the spokesperson for the Director and the Department on labor relations issues affecting Labor Relations cases and assignments. The ideal candidate will have previous supervisory experience and possess excellent negotiation skills. Essential Functions:

  • Serves as the Labor Relations Administrator for Department of Juvenile Justice.
  • Serves as spokesperson for the Director and the Department on labor relations issues affecting Labor Relations cases and assignments.
  • Serves as a full-line supervisor.
  • Acts as the representative and agency spokesperson in hearing all third level grievances.
  • Serves as Agency representative for the Agency in master contract negotiations, supplemental negotiations, MOU negotiations, etc.
  • Develops and provides training to department staff on labor relations matters, e.g., discipline and grievances.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications:

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in Labor Relations, business or public administration.
  • Requires four (4) years of progressively responsible administrative experience in a public or business organization in the field of Labor Relations.

Preferred Qualifications (In Order of Significance):

  • Prefers at least five (5) years of experience working in the field of Labor Relations within a public or private setting.
  • Prefers thorough knowledge of the theories and concepts of collective bargaining.
  • Prefers thorough knowledge of labor statutes, labor policies, and agency programs.
  • Prefers at least five (5) years’ experience hearing grievance.
  • Prefers at least five (5) years’ experience in a position that negotiated labor agreements.
  • Prefers at least four (4) years’ experience supervising subordinate staff.
  • Prefers at least four (4) years’ experience communicating and interacting with management representatives of government or private industry.
  • Prefers at least two (2) years’ experience working in a human services or correctional agency.

Conditions of Employment:

  • Requires the ability to pass an IDOC/IDJJ background check.
  • Requires the ability to pass an IDJJ/IDOC drug screen.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non- State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non- State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

About the Agency:

The mission of the Illinois Department of Juvenile Justice (IDJJ) is to build youth skills and strengthen families by promoting community safety and positive youth outcomes. Over 900 staff members from across various departments—security, programming, education, mental health, and more—collaborate with the understanding that youth are physically, emotionally, and cognitively different from adults. The department provides extensive services to young people through a developmental, treatment-focused model of care that builds youth resiliency, engages families, and promotes community safety at the five youth facilities it operates across the state. IDJJ serves and houses approximately 150 youth and is responsible for approximately 500 youth on Aftercare in various Illinois’ communities.
