Chief Technical Officer (TIC)

About the Role
Are you the ultimate authority on quality, safety, and compliance? TU Certification Services Ltd is seeking a Chief Technical Officer (CTO) to safeguard our integrity and drive our technical expansion in Abu Dhabi.

This is a C-Suite role for a leader who breathes ISO standards and understands that in the TIC industry, technical competence is the product. You will oversee our entire technical infrastructure—from accredited laboratories to field inspection teams. We are looking for a strategist who can maintain our accreditations (ENAS/EIAC), drive the digitalization of our inspection workflows, and ensure that every certificate we issue stands up to the highest global scrutiny. Key Responsibilities

• Technical Governance: Hold the ultimate responsibility for the company’s technical competence, ensuring strict compliance with ISO 17025 (Laboratories) and ISO 17020 (Inspection Bodies).
• Accreditation Management: Lead relationships with regulatory bodies (MoIAT, ENAS, EIAC, ADQCC), ensuring the maintenance of existing scopes and the strategic acquisition of new accreditations.
• Operational Leadership: Manage the Heads of Departments across various verticals (NDT, Lifting Equipment, Civil Materials, Environmental), optimizing resource utilization and turnaround times.
• Digital Transformation: Lead the transition from manual reporting to digital inspection platforms, implementing LIMS (Laboratory Information Management Systems) to improve data integrity and client speed.
• Quality Culture: Champion a "Zero-Compromise" quality culture, overseeing internal audits and technical training programs to ensure all staff meet international competency standards.
• Commercial Support: Partner with the Sales Director to validate the technical feasibility of major tenders and design bespoke testing solutions for complex client projects.

What We Are Looking For

• Experience: 15+ years in the TIC industry (Testing, Inspection, Certification), with at least 7 years in a Technical Director or Quality Manager role.
• Education: Master’s degree or PhD in Engineering (Mechanical, Civil, or Chemical) or a related scientific discipline.
• Regulatory Mastery: Deep knowledge of UAE regulations (Abu Dhabi Quality & Conformity Council) and international standards (ASME, API, ASTM, ISO).
• Accreditation Expert: Proven track record of successfully leading organizations through ENAS, EIAC, or UKAS accreditation audits.
• Leadership: Ability to manage a diverse team of engineers, scientists, and technicians, bridging the gap between technical rigor and commercial goals.
