Role Summary:
The Chief Technology Officer (CTO) will be the strategic and executional lead for a full-scale digital transformation within a government services organization. The role is designed to modernize internal operations, reduce manual workloads, and integrate emerging technologies to improve service delivery. By leveraging AI, data analytics, and IoT/OT integration, the CTO will support the development of faster, cost-effective, and citizen-centric public services.
This high-impact, forward-thinking role carries the mandate to deliver state-of-the-art products, an adept service model and execute technology-driven innovation at scale. The objective is to significantly enhance the end-user experience through digital-first initiatives.
Key Responsibilities:
Strategy & Leadership:
•Develop and execute technology strategy aligned with corporate vision and objectives.
•Contribute to short- and long-term strategic planning, ensuring alignment with Board directives.
•Build partnerships with stakeholders, vendors, and institutions to advance innovation.
•Provide regular reports and insights to the CEO and Board, recommending improvements and addressing challenges.
Financial & Operational Management:
•Oversee annual budgeting and financial performance of the Technology Division.
•Drive operational excellence by improving systems, processes, and practices.
•Ensure compliance with risk, audit, cybersecurity, and regulatory standards.
Technology & Innovation:
•Lead digital transformation initiatives to improve efficiency, agility, and customer experience.
• Oversee ERP systems implementation and integration for streamlined operations.
•Conduct technology and market assessments to identify emerging opportunities.
•Implement robust cybersecurity measures and manage IT infrastructure for scalability, reliability, and data protection.
People & Culture:
•Lead and mentor the technology team, fostering collaboration, innovation, and continuous learning.
•Oversee talent management activities (performance reviews, training, development).
•Promote a culture of innovation and excellence within the division.
Partnerships & Project Delivery:
•Manage technology projects end-to-end, ensuring timely, on-budget delivery.
•Establish partnerships with vendors, consultants, and cybersecurity agencies to strengthen capabilities.
Qualifications:
•Experience: 15-20 years in technology with at least the recent 6 years in senior tech leadership position(s).
•Education: Bachelor’s in Computer Science, IT, Engineering, or related field. MBA or Master’s in Technology Management preferred.
