Location: Riyadh, Saudi Arabia


As the Civil Technical Manager, you will play a pivotal role in maintaining the highest standards of technical inspection, compliance and operational integrity. You will work closely with the inspection team, project managers, clients and subcontractors to oversee all inspection activities, ensure adherence to applicable codes and standards, and drive continuous improvement. Your contributions will help guarantee reliable service delivery, technical excellence, and client satisfaction.


Key Accountabilities

  • Ensure inspection activities comply with ISO/IEC 17020 and technical standards.
  • Review and approve all inspection reports for technical accuracy.
  • Maintain impartiality, confidentiality, and integrity in inspection operations.
  • Oversee technical compliance with the Saudi Building Code and international standards (ASTM).
  • Supervise field inspectors and monitor their performance.
  • Identify training needs and develop the technical capabilities of the inspection team.
  • Conduct risk assessments and propose corrective action plans.
  • Ensure proper use and calibration of inspection tools and equipment.
  • Communicate inspection findings to clients professionally.
  • Prepare timelines and coordinate technical requirements for large projects.

Knowledge, Skills, and Experience

We Are Looking For:

  • Bachelor’s degree in Civil or Architectural Engineering.
  • Minimum 8 years of experience in inspection and construction quality management.
  • Strong knowledge of the Saudi Building Code and international standards (ASTM).
  • Proficiency in AutoCAD, Primavera, and Microsoft Project.
  • Strong understanding of civil, architectural, and geotechnical inspection practices.
  • Ability to prepare and review technical inspection reports and assess non-conformities.
  • Knowledge of quality control methodologies, risk assessment, and inspection procedures.
  • Strong planning, organization, and time-management skills.
  • Excellent communication and client interaction abilities.
  • Proven leadership and team supervision capabilities.
  • High integrity, objectivity, and sound decision-making.
